Subject: IEEE R3 ExCom - SPC Report for 3/24/2008 Meeting

The SPC has been involved in developing the Region 3 Strategic Plan for
2008.  After it has been finalized it will be sent to the R3 ExCom for their
endorsement.  As reported in my last report in February to the R3 ExCom, one
of the SPC goals for 2008 is for the SPC mentors to encourage and assist
their respective committees to develop, adopt, and implement goals, some of
which should be focused on how their committee contributes to the R3
strategic goals, and what are their operational targets.

The SPC has completed a review of the R3 Bylaws and have identified those
items that must be changed as a result of the IEEE directive to delete the
reference to Regional Activities (RA) and replace it with Member and
Geographic Activities.  Those changes will be implemented as soon as we
receive format guidance from the MGA Department.

The SPC has completed the update to our Region 3 Bylaws to replace Regional
Activities with Member and Geographic Activities in accordance with Dan
Toland's suggested format.  The change was made to: Article I Section 3,
Article III Section 3, and Article IV Section 4.  The updated version has
been sent to Eric Ackerman our R3 Web Master and he was requested to replace
the version on the R3 Web Site with this version.
