It is almost time for Sections Congress 2008.  I look forward to 
seeing everyone in Quebec although I won't be able to attend the
actual Region 3 meeting due to a conflict with an IEEE Finance
Committee which I chair.  Thanks in advance to Treasurer Charles
Hickman who has agreed to double duty and take the minutes during
the meeting.

Since 1998, the Region 3 ExCom meeting announcements, agendas, and minutes
have been posted to the web under the structure
https://ewh.ieee.org/reg/3/excom/meetings . Under this space is a directory
yyyy-mm or yyyy-m1m2 (yyyy is year, mm is month, m1m2 is month 1 and month
2 if the meeting spanned the boundary between months).
