Move that the Region 3 Bylaws be modified to change Member Development
Committee Chair to the Member Engagement and Life Cycle Chair as one of
the standing committee's whose chair votes on the Region Committee.

The change would be in one place in the Bylaws:

Article II

Section 3: Region Committee - The Region Committee is responsible for
assuring that the Region is operated in accordance with the Institute
Constitution, Bylaws, and Policy and Procedures Manual, the Region 3
Bylaws, and the Region 3 Operations Manual. The Region 3 voting members
shall consist of the Region Delegate/Director, Delegate/Director-Elect,
the Junior Past Region 3 Delegate/Director, the Secretary and the
Treasurer, the Section Chairs, the Area/Council Chairs, the Student
Activities Chair, the Professional Activities Operation Chair, the
---Membership Development--- +++Member Engagement and Life Cycle+++
Chair, the Strategic Planning Chair, and the Communications Chair. The
remaining members of the Region 3 Executive Committee (see Section 2)
will be non-voting members of the Region 3 Committee. At the discretion
of the Region 3 Executive Committee, the offices of Secretary and
Treasurer may be combined.

Background

The Region 3 ExCom recommends this change and is prepared to modify the
Region 3 Operations manual to be consistent with this change. This
change brings the Region 3 committee more in alignment with the new MGA
structure which also has a Member Engagement and Life Cycle Chair rather
than a Member Development Chair. The proposed Operations Manual changes
will be reviewed at the Region Committee meeting in December but are in
line with the ongoing discussions and training that has been occurring
over 2009.

The Bylaws name specific committees since there is a need to limit
voting on the Region more tightly than one might limit standing
committees of the Region. Section 9 of the MGA Operations Manual says
that the number of appointed members shall not be more than 1/4 the
officers of the Region plus the Ex-Officio members of the region which
include the section chairs, the Region Coordinator of Professional
Activities and Chair of Region Student Activities Committee rounded up
to the next whole number.
