Director-Elect Report to
IEEE Region 3 ExCom

In the past month I have been working on revising the IEEE Region 3 
Operations Manual to reflect the way the ExCom is currently doing
these operations.  I have been working with David Green, Jim Conrad,
Bill Ratcliff, and Mary Ellen Randall in this effort.  This is
still an effort in progress, and there is plenty of time for anyone
on the Excom or the Region Committee to provide suggestions and 
other input.

For example, when I talked with Pat Donohoe (Student Activities 
Chair) I verified that the Student Activities Committee and not 
Awards and Recognition Committee in fact select the awardees for
the student awards each year.  The Awards and Recognition 
Committee has concerned itself with professional awards.  This
clear division is not present in the current Operations Manual.

If you know of other instances in which our current practice does
not match our operations manual, please let me know.
