Voluntary Contribution Fund
Region 8 IEEE is quite diverse in nature covering Europe, Africa and the Middle East. It is the fastest growing IEEE Region. The average income in various R8 countries differs by a ratio of 100. That is why was created a Voluntary Contribution Fund (VCF). This fund is fed by voluntary contributions donated by members to be used in Region 8. The money is then used to support member activities especially students with low income.
This support is not intended for living costs or benefits, but for membership activities. The fund supports various projects but mainly:
- Travel support for participating to conference in Region8,
- Support for Student Branch All Magazine Package.
These are not the only reasons for the project. Please, feel free to contact the VCF Coordinator for any other reasonable projects.

1 - Travel support for participating to conference in R8:
Necessary conditions

Member of IEEE R8 since at least a second year,
-
Personal income less than 10 000 USD per year including scholarship, social society…,

Travel to a conference sponsored or co-sponsored by IEEE, R8, Society or Sections of Region 8,

Paper accepted for presentation at the conference (only one travel support per paper),

Conference within the geographical area of Region 8. Some conferences organised worldwide by IEEE societies are also eligible for VCF support,

Money used for travel and subsistence, no money to meet conference fees. (Travel: airline, train or bus ticket - economy fare only; accommodation; meals only for students and applicants with income under $100/month),

Receipt of the Applicant Request transmitted by the Section Chair or the Delegate Officer of the Section,
-
Send originals of expense receipts with the expenses Form to the VCF coordinator,

The maximum amount provided can not exceed US$1000,

Only applicants who have not been supported by R8 VCF in the last 5 years are eligible. Students may get funding twice in 5 years, to the total amount of US$1000 ,

R8 committee members are not eligible.
Procedure

First conditions of eligibility checked,

Application form downloaded here, filled by the applicant and send to the Section Chair or the Section Delegate Officer in charge of VCF (the name of the delegate should be knowed by the VCF Coordinator),

Form sent electronically to the VCF Coordinator by the SECTION Chair or the Delegate,

Verification and Clarification (Some points in the form might need clarification, specially about the expenses),

The Section Chair (or Delegate) and the Applicant is informed on the decision by e-mail) ,

The Applicant goes to the conferenceI. If some money is needed in advance, the Section Chair or the Delegate should ask for it and explain,

Report, with the filled Expense Form and the original of the expense receipts, up to the amount granted by VCF, should be sent by ordinary mail to the VCF coordinator,

Reception of the money by the applicant when everything is OK.
Applicants should not rely on VCF solely. Applicants should report on the use of money after the activity is finished. If the money is sent in advance and not used according to VCF rules, Region 8 is entitled to ask the reimbursement.
Conference presentations should bear an acknowledgment to R8 VCF.

Student Branch submits a request to VCF coordinator to receive the package in the first year,

SB reports annually on usage and delivery (form within the same file).
Based on the number of applications and available funds, some SB may be asked to find partial funding from other sources (the Section might help).
If the Voluntary Contribution Fund can meet the cost of the package, the package is sent from IEEE headquarters in Piscataway, NJ. Any problems with delivery should be discussed with Laura Durrett:
