History activities in IEEE Region 8 aim to preserve, research and promote the history of electrical and information technologies in our Region.
Region 8 History activities team is setting up a History network for IEEE
members. By joining the History network you will receive periodically
information on meetings, conferences and other activities related to the History
of Electrical and Information technologies.
Subscription to the network is done by sending an e-mail to

containing "SUB R8HISTORY" in the body.
The 2007 Region 8 History activities coordinator is Jacob Baal-Schem.
Region 8 is organizing HISTELCON 2008 - IEEE History of Electrotechnology Conference, in Paris on 11-12 September 2008. For more details click here.

Background
Major developments in electrical, electronics and computing technologies and applications have occurred in the area of Region 8 (Europe, Africa and the Middle East) and many IEEE Members still living have participated in these events. By interviewing these persons, collecting and archiving materials and making the materials available to researchers and to the general public, we can preserve this information and disseminate it to make society aware of the importance of technology, encourage students to consider technology as a career path and assist the well being of society by leading to further scientific and technological developments.
Objectives
The primary objectives of History activities are:
- Capture seminal events in history of electrotechnology in Region 8 area, by:
- Conducting and Recording oral history interviews with prominent personalities who participated and witnessed these events.
- Collect and archive materials relevant to these events.
- Initiate proposals for IEEE Milestones by Region 8 Sections.
- Increase the visibility of electrical and computing engineering and the awareness of society to the contribution of technology to its well being, by:
- Organizing conferences and workshops and produce academic papers
- Lecturing to school pupils at different levels and encourage students to consider technology as a career.
- Providing historical information (including historical sites, museums etc.) on an attractive and interesting Region 8 History Website
- Involve IEEE Sections and their members, by:
- Researching and archiving the history of IEEE Region 8 Sections and the Region itself.
- Setting history research as a major activity of Life Member Groups.
- Cooperating with national and other organizations which have similar aims.
Procedures
History activities in Region 8 will be conducted by the following procedures:
- Coordination of Region 8 History activities by a R8 Committee member to be appointed by Region 8 Director.
- Guidance on activities by the History Advisory Council (HAC) consisting of experts and interested members approved by Section Chairs.
- Expertise in collecting and preserving information to be provided by IEEE History Center.
- Most activities to be performed by volunteers from IEEE Sections, with special emphasis on Life Members.
- The focal point for History activities in the Region will be the UKRI Life Member Group.
- A volunteer will serve as Webmaster for the web site (to be part of the R8 site)
- Funding will be provided from Region 8 budget, Section budgets and grants from supporting funds.

Milestone
and History Sessions at EUROCON 2009
19
May 2009, St. Petersburg, Russia
EUROCON 2009 held
in St. Petersburg, Russia on May 18-23, 2009 was devoted to the 150th
anniversary of Alexander S. Popov, the famous Russian scientist
and engineer who made the first public demonstration of radio signal
transmission and reception on May 7, 1895. The main conference venue
was Saint Petersburg Electrotechnical University
“LETI” where Alexander Popov was the first elected Director.
Since EUROCON 2007, in addition to the technical program, sessions on
"History of Electrical Engineering" are included in the Program.
EUROCON 2009 program included 4 Sessions on the History of Electrical
Engineering, in which 18 papers were presented,
mainly dealing with the History of Telecommunications. Therse sessions
were held at the A.S.Popov Central Museum of Communications.
The conference started
on Monday 18 May with a plenary session
at LETI. At this session IEEE Communications Society President Doug
Zuckerman made a presentation on “The Communications Society in the
Modern World”. In the second part of the day the IEEE Milestone Plaque
was unveiled at the Central Museum of Communications in recognition
of the pioneering contribution of the
Russian scientist P.L. Shilling to practical telegraphy that was made
in 1828 – 1837. As mentioned on the Plaque
– " P.L. Shilling, a Russian scientist, successfully transmitted
messages over different distances by means of an electric current’s
effect on a magnetic needle, using two signs and a telegraph dictionary
for transferring letters and digits ".
The Central Museum
of Communications, where the Shilling
plaque is located, is the building of the former Central Post-Telegraphy
Department of the Russian Empire. This was also the site where the History
Sessions were held,.The opening History
presentation – as many of the following papers
– dealt with the activities of Professor Popov and was presented by
Prof. O.G.Vendik of the St. Petersburg Electrotechnical University.
Additional papers were presented by authors from USA, Israel, Nigeria,
Bosnia and Herzegovina and Russia. Professional translation from Russian
to English enabled all participants to follow the lectures, in addition
to the English paper. The series of History Sessions highlighted the
importance of including the theme of History of Electrotechnology into
Technical Conferences. It shed a light on the processes of technological
innovation – in Russia and in other countries, and on the role of
inventors and industrial companies
in the development of our society.
