SECTION I: THE INSTITUTION.
Article 1. Of the name.
This institution will be known as STUDENT BRANCH IEEE of the Universidad
Nacional de Ingeniería. It is an organization without ends
of lucre and it is governed according to the present Statutes and
the actual norms of the IEEE, and of the Universidad Nacional de
Ingeniería
From now on will be denominated indistinctly REIEEE-UNI or BRANCH
and the Universidad Nacional de Ingeniería, the UNIVERSITY.
Their duration is indefinite and has its home in # 210 Túpac
Amaru Avenue, Pavilion TO, Sector A2 OF. A2-341. Rimac.
Article 2. Of The Objectives.
They are objectives of I REIEEE-UNI:
• The diffusion of the knowledge in theoretical and practical
aspect of the electric, electronic engineering, computation and
branches tunes, as well as arts and related sciences.
• The promotion of the IEEE and the activities that this accomplishes
through their diverse technical and geographical entities.
• To Offer the whole student community and professional the
knowledge and experiences, to make possible the scientific and technological
upgrade, having as purpose to cover the growing necessity to guarantee
professional quality of science and engineering students
SECTION II. THE MEMBERS.
Article 1. Of The Student
Membership IEEE.
It can consent to the student membership IEEE through the BRANCH,
the engineering students, science and careers you tune, of the UNIVERSITY,
or of other universities and technological institutes where Student
Branches don't exist.
Article 2. Of The Members of The Branch.
They are members of the BRANCH the students of the UNIVERSITY that
obtain the student membership IEEE, likewise the collaborators.
Article 3. Of the members duties.
They are members duties of the BRANCH:
• to Attend and participate with duties to vote in the General
Assemblies.
• to Be part of the Directive Meeting.
• to Participate in the institutional life of the Branch.
• to Use the resources and the newspaper library of the Branch
according to the effective regulation.
Article 4. Of The General Assemblies.
The General Assemblies are conformed by the meeting of all the members.
The Directive Meeting should convoke to meeting of the General Assembly
at least twice a year, with the purpose of informing the activities
of the Branch. One of the meetings should be summoned in the month
of February to begin the process of elections and to designate the
Electoral Committee, just as it is indicated in the Section IV.1.
To carry out the Assembly it is required, in first convocation,
the attendance of the half more one of the present members.
SECTION III. DE GOVERNMENT'S ORGANS
The organs responsible for the administration and organization of
the matters of the Branch are:
• The Executive Committee.
• The Directive Meeting.
• Permanent Committees.
• Committees of Support.
• Student Technical Chapters.
• The Consultant.
• The Mentor.
Article1. Executive Committee.
The Executive Committee is conformed by four members students IEEE,
elect according to the mechanism pointed out in the section IV.1:
President, Vice-president, Secretary and Treasurer.
The functions of the Executive Committee are:
Planning the activities and operations of the Branch.
to Verify the execution of the Statutes and
the Regulations of the Branch.
to Verify the execution of the agreements formed
by the Directive Meeting.
to Designate the necessary
committees for realization of the foreseen activities.
The specific functions of each member of the Executive Committee
are:
1.1 the President
• to Preside over the meetings of the Executive Committee
and the Directive Meeting.
• to Elaborate the Annual plan and the Annual report, verifying
the reception of the same ones on the part of IEEE STUDENT SERVICES,
the President of the Regional Committee of Student Activities (RSAC),
the President of the Committee of the Student Branch of the Section
(SAC), and the Regional Student Representative (RSR).
• to Direct all the internal and external activities of the
Branch.
1.2. the Vice-president.
• Carrying out the President's functions in the event of absence,
assuming the representation of the Branch.
• Coordinating the activities of the Student Technical Chapters
and the Permanent Committees.
• Attending the President in following of the responsibilities
assigned to the members of the Directive Meeting.
1.3 the Secretary.
• to Maintain a detailed file of the activities, documentation
and correspondence of the Branch, as well as the list update the
members Branch.
• to Elaborate the calendar and the records of each meeting
of the Directive Meeting, the Executive Committee or General Assembly
in coordination with the President.
• to Notify to the central headquarters of the IEEE the new
conformation of the Executive Committee, after being presented and
grateful.
1.4 the Treasurer.
• To Take accounting of the Branch.
• to Prepare the budget beginning of his/her administration
and the annual economic report at the end of the same one.
• to Present an economic report in each meeting of the Directive
Meeting, Executive Committee or General Assembly.
• to Verify and control the use the funds of the Branch.
Article 2. The Directive Meeting.
The Directive Meeting is conformed for:
• The Executive Committee.
• The President of Permanent committees.
• Presidents of Technical Chapters.
The Directive Meeting should meet at least once a month. In this
meeting the members of the Meeting should inform of their activities
and plans, according to the order settled down in the calendar.
The agreements of the Meeting are approved by simple majority, except
for the cases specified in the Section IV.
If the Meeting that considered pertinent they can attend meetings
of members Permanent Committee and the other directives of the Technical
Chapters without duties to vote.
Article 3. The Permanent Committee.
The Permanent Committees are formed by the Executive Committee beginning
their administration with the purpose of distributing the necessary
task to carry out the planned activities. The Presidents of the
Permanent Committees are designated by the Executive Committee and
they have autonomy in the organization and operation of their Committees.
The President of each Committee will present a report in each meeting
of the Directive Meeting.
It is recommended that each Executive Committee tries to maintain
the continuity of the existent Permanent Committees.
Article 4. The Committees of Support.
The Committees of Support are formed by the Executive Committee
or the Directive Meeting to carry out a task it specifies during
a period of certain time. A Coordinator of the Committee will be
named who will inform to the Meeting of the advance of his work.
SECTION IV: THE ELECTIONS.
Article 1: The Executive
Committee.
The Executive Committee of the Branch will be chosen in annual commission
to be carried out during the first week the month of March. The
new Committee will assume the position in the first week of the
month of April. The duration of its administration will be for a
period of one year.
1.1 The Candidates.
The Directive Meeting proposes to the candidates that it considered
suitable to occupy the positions of the new Executive Committee.
They will put to be candidate all the members of the Branch, pre-grade,
students that have had participation in the activities carried out
by the Branch and whose student membership IEEE continues effective
during the following period. A member of the effective Executive
Committee will only be able to be proposed as candidate for an additional
immediate period, except for the President who cannot be part of
the Executive Committee in the following year to that of his administration.
1.2 Voters.
They will be able to vote all the members of the Branch whose membership
IEEE is effective to the moment of the election. The official relationship
of members is the provided one for the Electoral Committee.
1.3 The Electoral Committee.
The Electoral Committee will be chosen in General Assembly, and
it will be integrated by three members that are not candidates.
The Directive Meeting has the ability to name the three member of
the Electoral Committee in case that is possible to make it in General
Assembly, for which will have the approval of the Council.
The Functions of this Committee are the following
ones:
• To carry out the convocation to elections.
• To publish the official relationship of skilled members.
• To carry out the election.
• To publish and to certify the results.
The Electoral Committee will remain
effective until the new Executive Committee it is chosen.
All the actions of the Electoral Committee will have the consultant's
approval.
1.4 The Election.
The election of the new Executive Committee will be carried out
for vote secret singular to each candidate. That is to say, the
voter will express this way in the election this of agreement or
not with the candidacy to each candidate's Executive Committee.
In case you to be in disagreement with some candidacy, the voter
will have the option of being able to suggest to another person
for the position, based on the relationship published by the Electoral
Committee.
The new Executive Committee is chosen if he/she obtains the acceptance
from a bigger quantity to 50% of the total of members in first convocation
or the half more one of the member’s voters in second convocation.
If a bigger quantity or similar to 50% of the voters it is in disagreement
with a candidates, then the Directive Meeting will put a new list
turn up to postpone the candidates.
In the event of existing veto, they will be carried out new elections
one week after case of not being able to be chosen the new Executive
Committee in the third process; the Directive Meeting will choose
its members with the Consultant's approval, excluding the candidates
that were vetoed.
1.5 Of the Causes of Vacancy.
The causes of vacancy to a position of the Executive Committee are
:
• Death or permanent physical inability.
• For decision of 4/5 part of the Directive Meeting or ¾
parts of the Executive Committee with approval of the Consultant,
for inability the acting of their functions or dishonor to the position.
• it Gives up.
• To stop being regular student of the University.
In the event of vacancy to a position
of the Executive Committee, this will be occupied by one of the
members of the Directive Meeting that is member student IEEE and
student of pre-grade of the University. Their election will be made
with the acceptance of 4/5 part of the Directive Meeting and the
Consultant's approval. In case that the proposed person doesn't
reach the minimum quantity of votes and / or no member of the Meeting
fulfils the mentioned requirements, the Executive Committee will
take charge of the election of the alternate one who should fulfils
this requirements besides being an active member of the Branch,
with approval of the Meeting and the Council. The Secretary should
inform to the authority of the corresponding IEEE and the members
of the Branch of the new conformity of the Executive Committee.
In case that the alternate one is President of a Permanent Committee,
the Executive Committee it will designate who occupies the vacant
position.
Article 2: The Presidents of the Permanent
Committees.
The Presidents of the Permanent Committee will be chosen by the
Executive Committee to the beginning of their administration. They
should be students of the University, not necessarily members IEEE.
The causes of vacancy of the position are:
• Death or permanent physical inability.
• For decision of the Executive Committee or of the Directive
Meeting for inability in the acting of their functions or dishonor
to the position.
• it Gives up.
• to Stop to be regular student of the University.
In the event of vacancy of the presidency of a Permanent Committee,
the Executive Committee will designate to the alternate one.
SECTION V: FINAL DISPOSITIONS.
Article 1: The Modification of the Statute.
The Directive Meeting should try all the members of the Branch to
have knowledge of the Statutes as soon as they register.
To carry out an amendment to the present Statutes, the Directive
Meeting should summon to even General Assembly to inform to the
members of the purpose and content of the amendment. They will be
summoned to elections with a similar procedure to the one mentioned
in the Section IV, 1. to be approved it is required, in first convocation,
the attendance of more than half of the members. In second convocation
the process will be carried out with the members that attend. The
amendment is adopted with the vote of at least 60% of the members.
In the event of not being approved the amendment, the Meeting can
begin the process again after six months.
Article 2: The Regulations.
The Branch can adopt regulations that normen specific aspects of
its activity provided they are adapted to the present Statutes and
the effective norms of the IEEE and of the University, related to
the topic to be regulated. The regulations are believed or they
modify for agreement of the Directive Meeting and with approval
of the Consultant. The secretary will make of knowledge of all the
members the adaptation or modification of an it regulated as soon
as this is approved.
Article 3: The Break-up Of The Branch.
In case you break-up or suspension of the Branch according to the
regulations of the IEEE, the goods will be transferred to the Ability
of Electronic Engineering of the University for their care and supervision
until the reactivation of the Branch.
