Responsibilities and Functions of Chapter Chairs
This document outlines the primary responsibilities and functions of the Society Chapter Chair. For additional information, consult the IEEE Constitution, Bylaws, Policy & Procedures, and/or the Regional Activities Board (RAB) Operations Manual.
1. FUNCTION
- The Chapter Chair manages the operation of the Chapter.
2. SUMMARY OF DUTIES AND RESPONSIBILITIES
- Is responsible for the operation of the Chapter.
- Is responsible for determining the needs of the members of the Chapter.
- Presents plans for meeting the members needs to the Chapter Executive Committee for approval.
- Presides at meetings of the Chapter and the Chapter Executive Committee.
- Presents appointments of Chapter Committee Chairs to the Chapter Executive Committee for approval.
- Is responsible for assuring that Chapter Officers and Committee Chairs are properly trained.
- Represents the Chapter at Section Executive Committee meetings and at administrative committee meetings of the Society
- Is responsible for conducting the annual Chapter Election.
3. AUTHORITY
- Approves all actions within the scope of the policies and plans adopted by the Chapter.

4. RELATIONSHIPS
- Delegates authority to the other Chapter Officers and Committee Chair.
- Represents the Chapter at the Section meetings and the meetings of the Society.
- Reports to the President of the Society on all Chapter matters and on all technical aspects of Chapter operation.
- Reports to the Section Chair on all local Chapter administrative matters and on the Chapters contributions to the Section operations and objectives.
5. QUALIFICATIONS
- Must be active member of IEEE and the Section holding the grade of Member, Senior Member or Fellow.
- Must be a member of the Society.
- Should be familiar with the requirements of the Chapter Officer and committee Chairs positions.
6. GUIDELINES
- The Chapter Chair shall obtain and distribute to other Chapter Officers copies of materials available from IEEE Headquarters.

NOTE: The Chapter operates under the Bylaws of the Section. A review of that document may address many question of how a Chapter should be operating. In addition, the appropriate Chapter officer (Secretary, Treasurer, or Secretary/ Treasurer) shall provide all financial, officer, and meeting activity information to the Section as part of the annual reporting required by IEEE Policy and Procedures. This information should be reported in such a manner as to allow the submission of a completed package on or before the deadline date for the rebate program, usually within the third week in February.
