A reorganization of the IEEE Transactions on Circuits and Systems, Part I and Part II will be in effect with the beginning of 2004. Major aspects are listed below.
Scope of the Transactions on Circuits and Systems
The general scope of the Transactions on Circuits and Systems is related to the field of the Circuits and Systems Society. This field is specified by the theory, analysis, design, and practical implementations of circuits, and the application of circuit theoretic techniques to systems and to signal processing. The whole spectrum from basic scientific theory to industrial applications is included.

- Theory and Systems: Circuits and Systems Theory and Fundamentals, Neural Networks and Systems, Cellular Neural Networks, Nonlinear Circuits and Systems, Chaos and Bifurcations, Graphs and Computational Methods, Power Electronics and Systems, Fixed and Adaptive Digital Filters, Multi-Dimensional Systems and Multi-Rate Systems, Wavelets and Filter Banks, Signal Processing for Multimedia and Wireless Communications Systems, VLSI Circuit Design, Simulation, Modelling and Analysis of Electronic Circuits

New structure of Transactions on Circuits and Systems
Starting in 2004, all regular papers of Circuits and Systems with high reference value will be assigned to the new IEEE Transactions on Circuits Systems I: Regular Papers.
Brief papers reporting recent important results will be published in the IEEE Transactions on Circuits Systems II: Express Briefs. Express briefs are intended for rapid publication.
Detailed Information for Authors
The major publications specifics are as follows. Regular Papers do not have a hard limit on length, even though any paper in excess of 10 published pages (including figures, graphs, references and author biographies) will be charged with mandatory overlength page charges, according to the IEEE/CAS policy. For Express Briefs a hard length limit is defined at 5 published pages including references, figures and graphs.
A fully automated web system will be used for these Transactions. For the typical review process the following characteristics are envisaged. For regular papers, a two-cycle review process is considered with a final decision within 6 months after submission. In order to keep the news value for express briefs, a one-cycle review process with a final decision within 2 month after submission is planned.
