Standards Liaison and Sub C New Discussion Groups
- The last minute additions to an already
great program keep coming! Standards Chair Shayne Wright has
arranged for ICC's IEEE Liaison Soo Kim to be available for questions in
San Antonio. Come find out the answers to your standards questions
Sunday from 3:30 to 5:00 PM, and Monday and Tuesday from 2:30 to 4:00.
Location will be posted at registration.
Also, Subcommittee C has two new discussion groups having meetings in
San Antonio. First, there is an Ad Hoc Committee entitled, "High
Pressure Fluid Filled and High Pressure Gas Filled Pipe Type Cable
Systems", which begins on Wednesday at 8:00 to 10:00 am. Second,
David Lindsay is going to reopen C22D "Superconducting Cables", on
Wednesday, from 10:15 am to 12 noon.

please Pre-Register, as this helps us in our planning as well as reduces the
amount of time you have to stand in line at On-Site Registration. Remember, you
can use a credit card (American Express, Discover, MasterCard, or Visa) to pay
online, then just stop by On-Site Registration to pick up your official receipt
and name badges. You can also register online and pay with cash or check. In any
case, please print out a copy of your registration and bring it with you in case

Fall 2008 Networking Luncheon

It's only 6+ weeks from the Fall 2008 Meeting! If you have looked at the
preliminary agenda, you will notice a new event on Monday, a Networking
Luncheon. The purpose of the lunch is to meet new people and to do more of
what we all love to do so much during the breaks – talk! It will be a buffet
lunch and, hopefully, something really good for dessert! We hope many of
you will attend, and you will find a spot on the registration form to sign up
($25).

Subcommittee F on Field
Testing and Diagnostics
-
One of the major decisions by the Adcom at the Spring 2008 meeting was the
creation of a NEW Subcommittee
F on "Field Testing and Diagnostics." Several existing working and
discussion groups have been moved to this new subcommittee, to provide more
focus on one of the most exciting areas in ICC. Thanks are due to John
Densley and Nigel Hampton who have agreed to be chair and vice chair
respectively. We look forward to their leadership in creating this new
committee. Follow the

Spring 2010 Meeting

The contract has been signed, so it is now official, the Spring 2010 meeting
will be held March 21-24, 2010 in Nashville, Tennessee at the Sheraton Music
City Hotel! You can find out a little bit more about the hotel at their

us there!

ICC Administrative Update
-
The Officers and Administrative Committee at ICC, along with everyone who knew
him, are incredibly saddened by the sudden passing of our Chair, Shan Nandi. He
had natural leadership ability, and he had great plans for our Committee.
-
As unexpected as this was, the ICC Operations Manual takes into account the
inability of a Chair to perform his or her duties for any reason. Therefore, per
the ICC Ops Manual and the IEEE Technical Council, Rachel Mosier will assume
Shan Nandi’s responsibilities of ICC Chair for the remainder of his term, i.e.,
through December 31, 2009. Her role will then change from Acting Chair to Chair
for the duration of her term (2010-2011). John Smith will assume Rachel’s duties
as the ICC Vice-Chair for the remainder of Rachel’s vice-chair term. John’s role
will then change from Acting Vice Chair to Vice Chair for the duration of his
vice-chair term (2010-2011), at which time he will become the Chair (2012-2013).

There may be some challenges as we work through this transition. However, we can
overcome any challenge by working together and supporting each other as we
always have. That’s one of the ICC’s greatest strengths and what makes ours such
a successful committee.”

Passing of Chairman Shan Nandi

It
is with great sadness that we must announce that
ICC Chairman Shan Nandi passed away
Sunday May 4th. This comes as an enormous shock. He was such an
active person, and so healthy and young, it’s hard to comprehend. In addition to
his family and to ComEd, this is also a huge loss for ICC. He had so much energy
and so many great ideas. He will be sorely missed. - April 21, 2008 -
Spring 2008 Awards

There were a large number of awards and recognitions given out at the spring
2008 meeting, including the Dr. George H. Bahder Memorial Award, one of the
highest awards ICC has to offer. This prestigious award was given to
John Densley during the spring meeting.

Guidelines and Preload Procedure
- A few changes are being made to the presentation preload
procedure that all presenters need to take note of. Beginning with the Spring
meeting, all presentations must be submitted to the Subcommittee Chair/Vice
Chair, who will preload the presentation onto the ICC computer. We will no
longer have preload sessions each morning, so prior contact with the
Subcommittee Chair must be made in order to coordinate download of your
presentation. Note that the ICC computer will NOT be available in the
moments immediately before each meeting, and that all presentations MUST be
preloaded onto the ICC computer, with no exceptions. Presentations may NOT be
run from a flash drive. Subcommittee Chairs will be in contact with you to
coordinate their deadline for submission. The memo to Subcommittee
Chairs/Vice Chairs concerning this change can be found
here.
Several updates have been also been made to the
presentation
guidelines, to bring them up to date with this new procedure and clarify
several points. If you are making a presentation, please take a moment to
refresh your memory of
the guidelines.

- Please note the following announcement from ICC Chairman Shan Nandi: "The
ICC provides the mechanism to register for the Spring and Fall meetings on-line
using credit/debit cards. Please note that once registered, you must contact the
ICC Secretary for any requested changes or refunds. Refunds are only approved
if requested prior to the first day of the meeting. Any approved refunds
will be issued by ICC check only."

Spring 2008 Hotel Details
- The Spring 2008 meeting
is rapidly approaching. Make your plans now to say with us at the Tradewinds Island Grand Resort.
Our negotiated rate is $189.00 for a Standard Hotel Room. All rooms will
have a window to the outside. The resort fee is included in the rate and
includes self-parking, use of fitness center and tennis courts, participation in
water aerobics classes, daily newspaper, wireless internet access, local and
toll-free calls, use of a beach cabana, water tricycle, and paddleboat, domestic
faxes, and business center use. Attendees staying at other hotels will be
charged $15/day for parking. The cutoff date is January 30, 2008! Our

Kelly
- Larry Kelly passed away on Friday February 2 after a long battle with
cancer. Larry was an active member of the ICC committee for the last 40
years. His commitment and professionalism to our industry has been

Search 47F-99S. Its a new search tool that is your gateway into the wealth
of data in the ICC presentations stretching from the Fall of 1947 to the
Spring of 1999. Many of you will recall the Minutes Manager database which
enabled you to search on title, author, affiliation, location, keywords,
date and location. We've taken that data and exported to a set of web pages
linked it to an IEEE search engine. Give it a try. If you need a copy of a
presentation but don't have that volume, follow the link How to Buy Copies
of ICC Minutes at the bottom of the search results page.

communications and status of mutual interest at the Reno meeting. Mr
Reinhard Schroth, Chairman of CIGRE SC B1, will give a keynote address
regarding CIGRE at the Tuesday March 14 Transnational Lunch. In addition, a
new ICC Discussion Group, E1D, has been formed for this technical
coordinating effort and plan to meet at each of the ICC meetings beginning
in Reno. Mr Schroth will also speak to this new discussion group and will

- December 31st marked the end of Bill Taylor's tenure as
the ICC Chairman. Bill and his team had to meet some serious challenges
(remember the Montreal hotel strike and the scramble to reschedule and
relocate following Hurricane Katrina?). Thanks Bill for all of the hard work!!
Be sure to express your thanks to Bill for all that he has done. Of course,
Bill doesn't exactly get to rest now. The Immediate Past Chairman is a vital
part of the management of ICC as he serves in a consultant role to the new
officers and leads orientation meetings for new attendees.

the close of the Scottsdale meeting: "Dear Members, Thank you for

meeting. It has been an honor to allowed to be the chairman of the ICC for the
past two years and I thank you for all or your support. As you heard at the
meeting, there is a problem with our spring meeting in Reno, as it was
originally scheduled to start on April 16, which turned out to be Easter
Sunday. Jim has contacted the Hilton and we have re-scheduled the meeting for
Sunday March 12 through Wednesday March 15. The meeting will be at the Reno
Hilton. Block out your calendars now and make your plans. Jim will provide
additional details as we get closer to the event. Have a wonderful holiday

The meeting has been finalized for Sunday Oct. 30 through Wed. Nov. 2 at the
Doubletree Paradise Valley Resort Hotel in Scottsdale, AZ. Attached is the

accepted registration money for us at the joint T&D meeting, we have no
access to those funds and we'll have to wait for the T&D committee to refund

a note to the T&D committee asking about refunding the ICC registration
fees, but haven't received an answer as to when this will happen. It will
occur, but the timing is still unknown. So please work with us as we have to
collect this registration fee to pay for our meeting. The last date for
pre-registration is October 14. If you register before then, you will get
the early registration fee of $165 for IEEE members and $175 for
non-members. After October 14th, the registration fee goes up to $185 for
IEEE members and $195 for non-members, so register
early.

The ICC rate for the Doubletree Paradise Valley
Resort Hotel is $139 per night for singles and $149 per night for doubles.
Please register with them at 1-877-445-6677 to reserve a room for the
conference. They will only hold our rooms at the guaranteed rate until
October 7, so make your reservations early. If you'd like to arrive early or
stay after our meeting, just let them know when you register and they will
honor our rate if rooms are available.

Fall Meeting
Update from Chairman Taylor

We are still saddened by the tragedy in New Orleans and the Gulf Coast. As
they rebuild, we will also go on with our fall meeting. Jim has been working
with the
Doubletree Hotel in Scottsdale, AZ to work out
a last minute contract and sight for our meeting. The contract should be
finalized early this week and at that time we will send out a registration
form and other pertinent information. As an advance note, the time slot that
works for the hotel is Sunday Oct. 30 through Wed. Nov. 2, so if possible,
please block out that time slot in your calendars for the ICC meeting. I
know there will be conflicts with notice being this short, but we have
received input that most people feel we should have a meeting to continue
work on our standards. Please continue to support the recovery efforts for
the Gulf Coast and support our meeting. More information to follow in the
next few days.

IEEE just announced that they are delaying the T&D show
until Spring 2006 (see http://www.ieeet-d.org/

has NOT been cancelled or postponed yet. Chairman Bill Taylor and the
other ICC Officers are working hard to look at our options for alternate
sites and (perhaps) dates for the Fall 2005 ICC meeting. Keep checking back.

I have received lots of questions about the situation in New Orleans. If
you've been checking the T&D website,

then you know that the IEEE is looking for an alternative location.
Until they make a decision, we will wait for them. If the show is cancelled,
then we have tentative plans to have our normal meeting, on our own, and
have contacted and have a proposal for Phoenix, AZ. for the end of October.
If the T&D is able to find a place, relocate and proceed with the
conference, then we will still meet with them. The meeting will definitely
not occur in New Orleans and we'll let you know as additional information
becomes available.

Cable Basics

The topic of 600 volt underground secondary cable is seldom discussed at ICC
meetings where medium and high voltage underground cables receive most
attention. However, underground secondary cables form an important part of a
utility system considering larger utilities install more than 1 million ft.
of underground secondary cable per year and spend several million dollars
annually on secondary underground cable repair costs. This Educational
Program will focus on the topic of underground residential and commercial
services and underground streetlight cables. Presentations from the cable
manufacturers will cover the manufacture, design, materials and industry
specifications covering secondary cables. Learn about the latest secondary
cable design technologies and their potential benefits. Presentations from
the utilities will focus on their experience with underground secondary
cables and splices. The Educational Program will also feature a presentation
on the results of a utility survey on secondary cables conducted
specifically for the benefit of utilities attending this session.

- Subcommittee C is pleased to announce the formation of a new
Discussion Group. Please
contact Al Kong of PG&E at AxK6@pge.com for more information, or join him for the first meeting of the Induced
Voltage Discussion Group in April. The concern is for the
case where an energized transmission cable in a duct bank will induce a
voltage on a de-energized cable that shares the same duct bank. This can be a
problem when work on the de-energized cable is required (e.g., splicing) Watch
the schedule for date and time of this new group!
