1996 Winter Power Meeting Working Group Minutes
The working group met at the 1996 Winter Power Meeting in Baltimore,
MA - Tuesday, Jan. 23, 1996, 8am-10am

24 members and guests attended.
Survey Discussions
Tom Short made a short presentation prepared by Ron Ammon of LILCO
on the results of the working group survey sent out by EEI (enclosed).
The results were interesting, and the consensus seemed to be to
publish the information either as an IEEE WG paper or a magazine
article. Tom will contact Ron about options for publishing the
results.
Design Guide Discussions
We had a very good discussion on Draft #3 of the design guide.
Several items are highlighted:
- Induced Voltage Model with Shielding: The induced voltage
model when used in a shielded area (Fig. 3 and 4, top curves)
gives answers which show much higher flashovers at high CFO than
experience shows. Matt Darveniza volunteered to check the model.
- Arrester Energy Section: The arrester energy section is very
misleading and will be reworked under the heading Arrester Direct
Stroke Capability.
- Definition of a Shield Wire: A definition will be added for
a shield wire to be consistent with the transmission working group.
- Shield Wire Results: The results given in Fig. 7 are to be
replaced by results from IEEE Flash V1.7.
- Predischarge Current and Shield Wires: Some mention should
be made of predischarge currents and shield wire protection, and
John Anderson volunteered to write a short paragraph.
- GFD: Several comments were made on the use of lightning detection
network ground flash density data. Chris Hickman offered to write
a short paragraph on the transition to using this data. Jeff Tuel,
GAI offered the use of a GFD map (Fig. 5 of the Byerley paper
which is enclosed). Also to be included is a mention of the standard
deviation of lightning phenomenon and its effect on the number
of years necessary to achieve a certain accuracy.
- Working Group Member Names: A working group member list is
enclosed which will be included with the guide. If there are any
changes, please contact Tom Short.
Other Working Group Activities
- Panel session at the 96 T&D Expo: We are hoping to be
on the schedule for the 96 T&D conference. The topics we have
tentatively have so far are:

- Web site: There was interest in setting up an Internet web
site for the group use. About 60% of the meeting attendees had
access the web. It would be useful for things like meeting minutes,
survey results, and other activities.
