Summary:
Lois talked about the Valley Metro Rail project that is coming to Phoenix and the impact this project is having on utilities.
She provided a number of maps showing the final route, dates when construction will start and future expansion plans. Her presentation
covered the things utilities are doing to support the light rail project and the major problems being encountered in the project including
funding issues, time schedule issues, conflicts, and the cost to the utility. The meeting was very well attended (35 people) and several
interesting questions were fielded by Lois following her presentation.
Biography:
Lois Winkler is an Arizona native and has worked in various capacities at Arizona Public Service Company
over the past 33 years. Her utility experience includes work as a construction coordinator, operations
coordinator, draftsman, and estimator. For the past 18 years she has been a Liaison Agent handling capital
improvement projects (road improvements, storm drain, sewer, etc) for the City of Phoenix, ADOT, and other
cities. Currently she is a Senior Deign Project Leader working on the metro light rail system with her main responsibilities
being the coordination with City of Phoenix and Valley Metro Rail.
