Abstract:
John gave a very interesting presentation on the recently implemented Remedial Action Scheme (RAS) that was implemented in the Salt River
Project and APS service territories which drops load for the condition of a double Palo Verde unit outage. The presentation gave an overview of what a remedial action scheme is and why it is needed. Then the specifics about the Palo Verde RAS were presented. The Palo Verde RAS came about due to the increased in generation at Palo Verde resulting from the new steam generators and turbine re-blading. The additional generation at Palo Verde can cause a situation where outage of two Palo Verde units can cause voltage dip problems in the Los Angeles area and may cause the AC Intertie lines from Oregon to California to exceed their ratings. The RAS scheme developed for this condition arms 120 MW of load to trip in the event of the two Palo Verde unit outage. The presentation described the unique communications and controls that were used in the scheme. Attendance at the lunch was 42 and a good question/answer session followed the presentation.
