Topic: "Arizona Emergency Disaster Response Plans"



Summary:

The speakers addressed what the Arizona emergency disaster response plans are from the county perspective as well as from the utility perspective. The recent destruction and chaos caused by huricanes Katrina and Rita illustrate the need for communities and utilities to be prepared for emergency situations. The Maricopa County Emergency Management department coordinates response and recovery activities through implementation of emergency response plans during and after emergencies. Implementation requires the support and assistance of many other county departments, local jurisdictions, the private sector and volunteer agencies. The mission of the Maricopa County Department of Emergency Management is to provide community-wide education, planning, coordination, and continuity of government for the people of Maricopa County in order to protect lives, property and the environment in the event of a major emergency. Both of the electric service providers who serve Maricopa County - APS and SRP - work with the Emergency Management department for planning, emergency drills, regular updates, etc. 33 persons attended the meeting.



Biographies:

Warren Leek, Operations Manager - Maricopa County Department of Emergency Management
Warren has served as the operations manager for fourteen of the sixteen years he has been with the Maricopa County Department of Emergency Management. He supervises the department’s emergency planners in their daily activities and, when the county emergency operations center (EOC) is activated, he acts as the operations chief, coordinating the county’s disaster response efforts. The county EOC has been activated several times for floods and other events, with the most recent activation being for the Cave Creek Complex fire. As an adjunct to his duties as operations manager for the department, he serves as the department’s liaison to the City of Phoenix and the Town of Carefree.

He is a graduate of the United States Air Force Academy with a Bachelor of Science degree in engineering science. During his twenty-year career in the Air Force, he accumulated over 3,000 hours of flying time, primarily in jet fighter aircraft, and served three tours in Southeast Asia. In his last assignment in the Air Force, he was the commander of a tactical air control center squadron of over 250 people who were prepared to deploy worldwide to coordinate tactical air operations. During his years in the Air Force, he received two additional degrees a Master of Arts degree in Public Administration from the University of Northern Colorado and a Master of Science degree in operations research from the Air Force Institute of Technology.

Warren is a key person in the department’s involvement in the homeland security arena. Last year, he was selected by the Director of the Arizona Office of Homeland Security to the 10-person Central Region Advisory Council that screens and approves project proposals for federal homeland security funds in Arizona’s Central Region, which covers all of Maricopa County.

Kendra Cea (prounced "see-a"), Technical Account Representative, Arizona Public Service Co.
Kendra Cea works in Customer Account Management for Arizona Public Service Company. She is responsible for managing APS’ relationships with the City of Phoenix, Maricopa County, the State of Arizona, and U.S. General Services Administration on electrical / energy related issues.

Kendra joined APS in 1987, while attending Northern Arizona University in Flagstaff, Arizona. She transferred to APS’ Corporate Headquarters in Phoenix in 1989, initially working in the company’s Power Quality Marketing department and later moved to Corporate Communications where she spent eight years managing corporate events and community outreach programs.

In addition to her day to day work functions, Kendra serves as a volunteer, chairperson and board member for many community organizations, including the American Cancer Society, MAG’s Continuum of Care on Homelessness, Phoenix Revitalization, and Valley Leadership and Valley of the Sun United Way.
