Topic: IEEE and WECC Committee Presentations
   

Abstract:

Mr. Abdallah's talk covered his history with the IEEE Substation Committee and with the CIGRE Subcommittee B3 (Substations). He discussed the scope of the various subcommittees and working groups, and their objectives and methods. He pointed out that CIGRE focuses more on studies for customer entities rather than standards and answered questions related to joining, meeting frequency, and non-EE membership.

Mr. Sykes discussed the difference between NERC and WECC, the scope of NERC and the standards process, and then the details of the System Protection and Control Task Force (SPCTF). He also covered the scope of WECC and the topography of the three major interconnections. He next discussed the scope and details of the Relay Working Group, followed by the scope and details of the RAS Reliability Subcommittee (RASRS). He ended by answering questions about the review process that is followed by the RASRS.

Biographies:

Hanna E. Abdallah Received his BSEE and MSEE from New Mexico State University in 1974 and 1976. He has been employed by Arizona Public Service Company since January 5, 1976. At the present, Mr. Abdallah is a consulting Electrical Engineer in the APS T&D Construction Projects department. He is a Registered Professional Engineer in the State of Arizona, a Senior IEEE member, and served as the Substations Working Group Committee Chair (2005, 2006) for bus design. He is a U.S. representative for the CIGRE Substation Committee.

Jonathan Sykes received his BSEE the University of Arizona 1982 and has been employed by Salt River Project since June 2, 1982. Jonathan is a Senior Principal Engineer in the System Protection Department and a Registered Professional Engineer in the State of Arizona. He is a Senior IEEE member, Vice Chairman of NERC System Protection and Control Task Force, a member of WECC Relay Work Group and WECC Remedial Action Scheme Reliability Subcommittee, and a member of IEEE Power System Relay Committee. He has authored and coauthored many articles and white papers and has presented at all the major Protective Relay Conferences in the US. In 2004, Jonathan was awarded the PES Chapter Outstanding Engineer for the Year award for his contributions to relaying and high voltage power systems.

About WECC and IEEE:
