Conference Scope

The problem of energy cooperation in Asia countries is urgent. Uneven allocation of energy resources and their consumption over the territory of the region generate the need to transport these resources and exchange energy. Seasonal diversity of energy consumption in different countries also fosters fuel and energy exchanges. Besides, Asia countries are mutually complementary with technological, financial, labor and other resources. Formation of interstate energy infrastructure (electricity, gas, oil, etc.) in the region will lead to decrease in the cost of energy resources for consumers, improvement of energy supply reliability and make solution of environmental problems easier. That is why the Asian region has observed an intensive formation of large state and interstate power interconnections, development of national power industries, that are accompanied by market transformations. The most important problems here concern the opportunities and prospects of the interstate cooperation that is beneficial for all the participants.

Therefore there is a need to conduct joint comprehensive studies that should take into consideration not only the agreed energy policy on concrete energy projects but the related technological, economic, social, political and other factors. Such a comprehensive vision of interstate energy cooperation and joint energy infrastructure in the region can only be created by common efforts of all the interested countries, specialists and international organizations.

The 1st International Conference on the problems of energy cooperation in Asia-Pacific region as a whole, and first of all, in Northeast Asia, was organized in Irkutsk in September 1998. The 2nd Conference (September 2000) was held in frames of Baikal economic forum in two sections: "Northeast Asian Natural Gas Pipeline: Multilateral Cooperation" and "Energy Integration in Northeast Asia: Perspectives for the Creation of Interstate Electric Power Systems". The 3rd Conference (September 2002) was also held in frames of Baikal forum and covered the problems of energy cooperation in Northeast Asia. The 4th Conference (September 2004) was dedicated to the problems of interstate energy infrastructure and energy markets.

The participants of the conferences were scientists, practitioners and representatives of business interests from Russia, China, North and South Korea, Japan, Mongolia, Thailand, Vietnam, the UK, the USA, Canada, Germany, Israel, Belgium, Austria, Hungary, Kazakhstan and the Ukraine.

The major objective of today’s Conferences is to discuss problems connected with mechanisms of energy cooperation support, with the risks and barriers in this way, and with the formation of eastern energy policy of Russia.

Working Languages

The working languages of the Conferences are English and Russian. Simultaneous translation will be provided. The Conferences proceedings will be published in English.

Submission of Registration Forms
and Abstracts

Registration Form is to be submitted by the person who plans his/her personal participation in the Conferences. Participants wishing to offer a paper are requested to submit an abstract also.

The abstracts should not exceed 1 page. Title, name(s) of author(s), affiliation, city and country should be included. The name of a presenting author should be underlined.

The abstract and registration form can be either mailed (2 copies) or emailed (the files attached should be in MS Word for Windows) to the address of Secretariat. E-mail form is preferable.

Authors will be notified of acceptance and advised of the requirements to the full paper preparation for publication in the Conferences proceedings.
