James Ritchie Carroll is a Senior Architect at GPA. Mr. Carroll was the architect and lead developer for the TVA SuperPDC which has become the openPDC under GPA's stewardship. Mr. Carroll has extensive experience in software application development and utility system operations. He has provided technical leadership to the Eastern Interconnection Phasor Project (EIPP) and North American Synchrophasor Initiative (NASPI) activities for the last 6 years.

Mr. Carroll has also architected and developed systems for interface with SCADA, ICCP, and state estimation systems at TVA and has authored numerous papers on synchrophasor information systems.
