Chair (Vil Arafiles)
We thank all volunteers for assistance at Section Congress. Suggest that we invite volunteers for appreciation night at next meeting.

Good success in nominating senior members 20 approved, 5 in process. Invite associate members to full membership if they work in EE for at least 6 years (of which years in school count).
Carole Carey: Charlie Alfred needs one more reference for his nomination to senior member.
Jeff Friedhoffer: Member need not nominate himself/herself. Section can nominate individual.

Vice Chair's (Jeff Friedhoffer) report:
Employment web site with member resumes. Charge employers a nominal fee? How much?

Carole Carey: How about $250/month from employers?
Vil: How aboout $100/month? Offer special at $500/year.

Motion to charge $125 per quarter per page. Motion not seconded and not carried.

John Dentler: Should we charge at all?
David Boyd: How does this compare with other classifieds?
Carole Carey: Our charges are way below market.
John Dentler: I can look up the costs.
Jeff Friedhoffer: I will look into the cost structure as well.

How to get college students to get more involved with us? Budget exercise complete and emphasizes greater outreach to schools (initiative to get student chapters in colleges on the Eastern Shore.

Treasurer's (Hoosam Bandukwalla) report: (Given by John Dentler).
Better financial shape than we've ever been. Project revenues of $45000. Draft budget reflects priority to reach out to college students particularly weaker student chapters. Initiative to establish presence at colleges on Eastern Shore.

Considered $5000 to college students for outreach activities.

Travel reimbursements for attendance at section congress. Section takes care of designated attendees.

Secretary's (Brian Sequeira) report: Minutes and action item list handed out at meeting.

Motion to approve minutes of meeting as submitted made by Vil, seconded by Leonard Bathgate and carried unanimously.

Clarifications:
 

1. Travel reimbursements for attendance at section congress. Section takes care of designated attendees and student volunteers.

Director's and Chapter Chair reports

Student Activities (Neville Jacobs):
1. Kitting party held on October 14 and completed 15 Part #2 kits for 2-leg robots and 3 kist for 4-leg robots
2. Printed perhaps too much for section congress. Probably could have cut that back from $190 to less than $100.
3. Good support from members and JHU students manning the booth at the section Congress. Lots of interest from about 50 sections. Need one or more key people to become primary contacts for other sections who want to duplicate our robot exercise. One tentative volunteer becomes available in about two weeks. Vil volunteered. Volunteers communicate with interested sections by e-mail.
4. Sent a follow-up letter to those who expressed interest in the robots.
5. Expenses for $352 to be reimbursed to Neville Jacobs.
6. Estimate expenses of about $1500 to the end of this year. Expect to recover $900 from Beth Tfiloh and $300 from other area schools.
7. Has Beth Tfiloh submitted a check for $900? Hoosam to respond.

Publications: Newsletter (Watts New) will be out very soon. Publish in html. Room to add announcement for M-PAC.
Carole Carey: Put announcement in Newsletter for the record and put same announcement on the web.

EMB: Had talk on October 17 by Dr. Jonathan Simons. Topic: Signal Processing of Auditory Responses from Magnetoencephalography. Another meeting planned for November 14 with Dr. Tung from the biomedical engineering department on cardiac physiology. Good attendance at monthly meetings recently. Employment web page will be announced to students. Expect enthusiastic response.

PES: Held Oct 15 meeting with Joe Dzwonzyk as speaker. Co-sponsoring meeting with IAS 6-week course on bonding/grounding in February time frame. Technical meeting scheduled for Tuesday, November 19, at the Marketing Conference Center, in the Rutherford Business Center, 7225 Windsor Boulevard, Baltimore. Meeting includes optional lunch 11:30 am to Noon, and presentation from Noon to 1:00 pm. Speaker Mike Adibi will present "Remote Blackstart of Steam Electric Station - An Ancillary Service."

IAS: Leonard Bathgate expressed disappointment that a large number of IEEE members do not belong or participate in any Society activities. Suggest that we find ways to improve that picture.

EMC: Need to delete symbol on future announcement. Put Bill Dixon as AES contact but not as Chair on flyer. On Wednesday, November 20, the IEEE Baltimore Annapolis Chapters of the EMC and AES present a talk on Radar Spectrum Engineering Criteria (RSEC), at HEM from 6:15 pm onwards.

Computer Society: Held a meeting on October 28 at HEM.  The technical topic was Semiotics.

Annapolis: Held meeting on October 17 at 7:00 pm at USNA Room 103. Talk by Dr Ciezki on Integrated Power Systems. Coming up on Nov. 21st: a computer assembly/disassembly workshop.

COMSOC: Has meeting at HEM on Turbo codes on 10/10. Meeting on December 4 at Marriott next door (see Jeff Friedhoffer for details)

EDS: Having a meeting at NG.
ESB and Publications (Carole Carey)
1. Submitted Mel Hotz and John Dentler for awards.
2. Honor other institutions as friends of IEEE, e.g. recognize JHU's assistance & participation in IEEE activities,
3. Receiving ballots for officers - closes Nov. 15. Scheduled meeting at HEM on Nov. 20 with Leonard Bathgate and David Sherman to tally ballots.

ESB: Scheduled a number of events between November 12 and 15.
November 12: Technology Breakfast at the Club with speaker Matt Oros, CEO of Benelogic to present Technology & Human Resources. Coffee & Networking at 8:00 am, Served breakfast and featured speaker at 8:30 am. Event ends at 9:30 am.

Champagne Open House between 5:30 and 7:30 pm

November 15: Bogle Wine Dinner at the Engineer's Club from 7:00 to 10:00 pm.

WIE: (Tina Kohler)
1. Lecture series
* November lecture by Dr. Pam Mack, Morgan State University has been rescheduled for February 5. Dr. Mack was nominated for award and could not present at this month's meeting.
* The November panel meeting with talks by Profs. Raschid and O'Leary of the University of Maryland was postponed until March due to a conflict in scheduling.
* Future lectures planned featuring speakers Judy Ackerman, Ph.D., Instructional Dean, Science, Engineering and Mathematics, and Debbie Shapiro, President, Integrated Technology Solutions.

2. Position of secretary of WIE now filled by Evelyn Richardson.

3. Planning a 1-day WIE workshop on (tentatively) April 26, 2003 at Oracle Corporation (also tentative). Event will include a forum, career discussions, panel discussions, management mini-course and speakers. Can we get PACE funds for the workshop?
Vil: Submit a budget request for before next ExCom meeting.

4. The Washington Area IEEE /WIE Affinity Group and the IEEE Washington/Northern Virginia Chapter of the Lasers & Electro-optics Society (LEOS) are hosting Distinguished LEOS Lecturer Dr. Claire Gmachl of Lucent Technologies on Nov. 13 at the University of Maryland College park, in the A. V. Williams Building Room 2460. The title of the talk is Quantum Cascade Lasers.

5. Proposed student-focused event to be held on one weekend in February 2003 at Thomas Jefferson High School (VA). Trying to get joint program with Montgomery Blair and Thomas Jefferson.

6. Considering joint WISE meetings in the future.

PACE (Carole Carey)
1. M-PAC: First in area on December 7 at Capitol College. Important milestone for Baltimore section. Approval from PACE for $700. Funding for expenses of one speaker from Mansfield OH. We will serve Continental breakfast and IEEE will pay $150 to Capitol College for use of their facility.

Buffet or Box Lunch? Hoosam thinks buffet is more professional. Do buffet.

Could not get student volunteer to run AV. Can we borrow projector from John Dentler's company to run show? John to find out and respond.

Registration deadline set for Nov. 25. Cost per person is $8.00 for member, $10.00 for non-member, $12.00 for walk-in. Students free. Open to Baltimore, Washington, Northern Virginia members. Distribute hard copies to everyone. ExCom members free. Charge is to show that there is value to this function. Need volunteers to help with registration.

Discussions Topics at M-PAC are on Ethical Dilemmas and Engineers and Public Policy.

Need to set up IEEE display at M-PAC event.

(b) Keep it open. Hoosam to look into invoicing UM for $500 Ad.

(b) Mel Hotz to provide paragraph describing FE/PE program and asking for volunteers to make up exam. Keep open - Joe Carl to send Mel Hotz a note. Vil to provide Joe with Mel's e-mail address.

From November
Action item 11.1 John Dentler and Jeff Friedhoffer will look up charges by monster.com and other private institutions to employers.
11.2 Send e-mail to chapters to send their budgets for next year by December 7.

New Business

Letter asks for lists of companies in this area that employ IEEE members. Put together a list of companies that employ EEs.
