Jeff Friedhoffer chaired the meeting, which was called to
order at 6:30 pm.
Executive Reports
Section Chair (Jeffrey Friedhoffer)
- Jeff
presented the IEEE Past Chairman Pin to Vil Arafiles for his services and
contributions as Section Chair in 2002..
- As
decided at the previous ExCom meeting: Purchased an LCD projector Infocus LP640
from PC Mall ($2,322.34) with one spare bulb to be donated the HEM, with
the proviso that the IEEE has first use of the unit. It will be stored at
the Historical Electronics Museum and can be checked out for events that
are not located there.
- Minutes
of the January 2004 meeting were posted on Section website
Section Vice-Chair (Brian Sequeira)
- Officer
Confirmation report was submitted to IEEE
- Meeting
reports for 2003 were filed online but no confirmation has been received
as of today; will follow up on this
- Follow-up
recommendation about the attendance roster: In 2003 approximately 50% of
the chapter meetings attendees were not IEEE members. Unless some
automated computer-based method for information collection is developed,
the sign-up sheet with the names of the attendees could be passed to Vil
Arafiles (Membership Development) with the aim of recruiting new IEEE
members.
Secretary (Boris Gramatikov)
- As an
outgoing Treasurer Boris reported that the consolidated financial report
(L-50 and all supporting documents) for the Section, Annapolis subsection
and all Baltimore chapters has been completed and signed, and will be
submitted to IEEE on Feb 10, 2004. Boris thanked John Dentler, Jeff
Friedhoffer, and all the Chapter Treasurers for their help and fast
response. With the timely submission of this report before the deadline
February 20, the Section will meet the requirements for the 2004 rebate.
Audits & Bylaws (Joseph Pollitt)
- The
internal Audit Committee has audited the Section’s financial records for
2003 and has found everything in good order.
Merrill Skolnik – Guest, invited speaker for the
Centennial Celebration
- Summarized
his interesting talk for the upcoming event. The talk will be dedicated to
the history of Electrical and Electronic Engineering in the Baltimore
area, and the different groups and organizations related to it.
Programs (Chris Nemarich):
Celebration of
the Section’s Centennial
- The
proposal for the Centennial celebration, was also broadcast by
email, and was also included in the January and February 2004 Newsletter.
- Chris
is compiling a history of the section over the past 100 years and shared
some remarkable facts with the meeting attendees
- Reservations
and payment must be made in advance, no later than February 20,
2004.
- Chris
is working on the budget and will also advertise in local media.
Student Activities (Neville Jacobs)
Distributed a written report on the
status of Student Activities.
- There
has been a significant growth in Robot kits ordered during the past
months. We do not expect any additional registrations at this time.
- Our
challenge now is to follow-up on all these teams, and make sure that most
of them complete their robots and come to the Challenge at the end of
March. Typically we lose about 30% along the way, and should prevent this
from happening this year. Getting the teachers’ support is important too.
- Two
new IEEE members have been identified, willing to get more involved in
this program – Jay Gamerman and Bill Semancik, and they should be very
helpful in ensuring that all teams are followed-up carefully.
- We
need at least 8 judges for the written reports on March 22, about 24
people for the main event on Saturday, March 27, and about 12 people on
Sunday, March 28, 2004.
Newsletter (Ron Aloysius)

Details on the Centennial Celebration have been
included in the Newsletter, along with the reservation forms. The February
issue appeared on January 26, 2004. It also included a note from Jeff, a list
of new Senior members, list of the new officers, the IAS monthly dinner
meeting, and the IAS/PES Book Scholarship Award.
Awards & Recognition (Tom Patton)

Membership Development (Vil Arafiles)

Twenty-six Baltimore Section members were elevated to
Senior Member Level in 2003 (list in the Newsletter).
·
The Section was awarded $100 by IEEE HQ for this
remarkable activity
·
Two more members – Jeff Friedhoffer and Arlene
Cole-Rhodes were elevated in January 2004 (Congratulations!)
Professional Activities (Carole Carey)
- A
list of the Professional Development Education Programs has been sent out
by the Engineers Club for Jan-June 2004
- The
Engineering Club at the Garret-Jacobs Mansion is organizing their Great
Fire Ball on Sat, February 21, 2004 (Black-tie affair) – to celebrate the
Renaissance of Baltimore after the Fire.
- The
Section has been offered a 10-seat table at the Engineering Club’s 2004
Engineering Awards Banquet (Feb 27) for a total price of $550. The Section
will support, if we can fill the number of participants.
Continuing Education (John Dentler)
·
Jeff, John and Carole will attend an R2 meeting at the Marriott/BWI
on Feb 28/29. John intends to bring up issues of cooperation between Section
and chapters.
·
On the second day of the above meeting (Su, Feb 29), Section
representatives will meet with Charles Rubenstein from IEEE to discuss taking
the Robot Project to a national level.
Chapter Chair Reports
PES (Eric Henlon and Dewane Daley)
- PES
is trying to put together a team of volunteers to bring their members out.
Also trying to enhance their Senior Membership drive. Working toward
changing the routine technical environment through redesigning their meetings
and activities. The Power Engineering Society (PES) and the Industrial
Engineering Society (IAS) jointly sponsor a number of book scholarships for
high school seniors entering college each academic year. (Book Scholarship
Award). The upcoming Engineers’ Week Dinner jointly sponsored by the
Section and the PES Chapter provides an opportunity for high-school
students considering studying engineering to meet with local IEEE members
and discuss engineering careers.
EMB (David Sherman)
- The EMB
is planning a trip to the Patent Office – possibly in April 2004
EMC (Robert Berkovits)
- Planning
a symposium together with the Washington Section

Baltimore GOLD is organizing a tour to the Cryptological Museum / NSA

- The
petition signing meeting for the Baltimore affinity group is scheduled for
February 13 at Monica’s restaurant, BWI Marriott. The plans are to submit the
petition, await approval, and organize large meeting to elect executive
committee
- At
the February WIE/DC-NOVA meeting Ms. Beverly Thompson and Ms. Debi Siering
were elected as the IEEE-WIE Washington Area Affinity Group and Washington
DC Directors, respectively

New Business
- Jeff
Friedhoffer: The Leadership Workshop is scheduled for Saturday, March 6,
2004 in McLean, VA. This is a good opportunity for officer training for
chapter members. The Section will support attendance with $25 per
attendee.
