1. INTRODUCTIONS

2. EXECUTIVE REPORTS

·         Chair (Brian Sequeira)

·         Received notice from National that some chapters in default of minimum requirements set by IEEE headquarters.

·         The Section Chair explained the issues with scheduling of the June meeting. He was unaware of problem with IEEE server for June meeting announcement. Therefore no announcement went out – nor a cancellation. Similar issues with September announcement.

·         Section got an award for the greatest growth in membership

·         Training program at UMBC will come up later as will AUTOTESTCON

·         Jeff will discuss officer slates.

·         IEEE offer for section credit card was declined.

·         Vice Chair (Boris Gramatikov)

·         Boris has registered for IEEE Congress in Tampa in October. The discussion of a second attendee for the Baltimore section was requested. Bob Cuellar will be looking at possibility for attending. John Dentler reminded that Region would reimburse section $500 toward costs.

·         Initiative for continuing EE education is still on the agenda. Only two new responses received. The idea is for something of broad interest useful to members to be presented while avoiding paid lecturers. Suggested topics include C programming, C#, single board computers, FPGA, .NET, etc. Suggestions for first date and topic will come up after Section congress. Concept is to also provide an incentive for joining IEEE.

·         Treasurer (Bob Cuellar)

·         Sun Trust account has been closed and funds placed in Wachovia account. Treasurer had to call to get current status since on-line access was not available. That issue has since been corrected.

·         Some checks have not yet cleared for Robot Challenge and WIE.

·         Secretary (Bill Semancik)

·         June minutes published on the web. April minutes amended per Robert Berkovitz’s request.

3. CHAPTER CHAIRS AND INDIVIDUAL REPORTS

R2 report (John Dentler)

Two other sections sending two rep to the section congress. Baltimore sending 1 rep. Lehigh Erie, Central PA and Johnstown have issues getting any representative to the section congress. Next region meeting is to be held locally after beginning of the year.

Chair emeritus (Jeff Friedhoffer)

Presented the following slate of officers for next year:

Boris Gramatikov - Chair

Robert Cuellar Vice-Chair

Bill Semancik Treasurer

Gary Tartanian – Secretary

COMSOC (Gary Tartanian)

Curtis Menyuk will give first presentation for the year on 13 September on calculating BER in fiber optic channels.

Student Activities (Neville Jacobs)

54 regular kits requested and 14 automation kits so far this year. So far the section has committed for 70% of automation kits on hand.

Several activities planned at for the year. Teacher training will take place at Museum of Industry in November. Second session in January. November session will hand out kits in person saving postage. Musuem of Industry will distribute kits for the challenge. Neville has  been invited to speak atTech Expo on 21 October. He will give a paper at International Technology Education Association conference on March 24 2006. IEEE states it is supporting pre-college activities but no support for the Robot Challenge. John Dentler asked for documents to talk to appropriate people at IEEE headquarters. So far there are quality problems with kits received so far. Web page and repair station for Robot Challenge were given up by incumbent. Replacement people have been found.

Chair stated need that section needs a policy that states volunteers for the challenge cannot make commitments on behalf of the section. State that volunteers need to understand that they are not being compensated for activities.

.

Neville requested that another committee takes care of invitee list for the awards banquet. John Dentler and Jay Gammerman said that they can provide input for the process.

Action: Brian will take action to draft a policy and to solicit input from immediate officers as well as Jeff Friedhoffer and Tom Patton.

Neville has questions as to whether numbers have been submitted to PACE.

Neville received a request from Park School for mentor for large robotics project. Neville would like to put a request for volunteers in the newsletter. The request expects that 2-3 hours a week is required. Neville suspects that 5x time is required. Brian wants to make sure that the sponsor at Park School understands that such an announcement will go out to 4000 people with all of her contact information. John Dentler suggested that a corporate sponsor may be much more suited for being a mentor.

The Treasurer questioned burn rate for the Challenge project. Neville stated that the burn rate will pick up.

EMC (Robert Berkovits)

Robert received a message today on the possibility of getting a speaker for broadband over power line. Speaker is from the San Jose area. There is a possibility of sharing the speaker from the session.

Newsletter (Ron Aloysius)

Sent out last month and sent stats to Chair and Secretary.

Dave Sherman and Ron started Signal Processing Society. They will have first meeting on the 28th September in Pioneer Hall. They want to set up a web page and will contact Jeff Friedhoffer. They have had difficulty getting contacts from National SPS. First speaker will be Dr. Liu from U of MD College Park. Discussion of issues with trying to get a plaque for the first speaker for SPS

ED (James Oliver)

The Electron Device Society meeting is scheduled on 29 September. The speaker will be Dr. Nibir Dhar from ARL on Forward Looking Infrared Sensors.

Computer (Boniface Nwugwo)

The speaker for the 15 September Computer Society will talk on Voice over IP.

4. OLD BUSINESS AND REVIEW OF ACTION ITEMS

5. NEW BUSINESS

  • IEEE Baltimore Section Education Chapter

John Dentler received only one response on setting up the chapter. John Oliver did not receive e-mail. Brian did not receive the required form from John Dentler on setting up the chapter.

  • PE Electrical Engineering Exam Prep @ UMBC Training Centers

UMBC Training Centers is a company owned by UMBC to provide training in areas that UMBC has strength. Offer PE training for Mechanical, Civil, Electrical engineering also EIT. Enrollment is always low for Electrical Engineering. 10 weeks training two nights for week. Tuition is $1095. Session run in Spring and Fall.

They do have training in C#, .NET. The Company can provide resources for other shorter talks. They perform JAVA training. They also they offer Project management training.

  • IEEE Mentoring Program Pilot Invitation - Call for Mentors

Offer on R2 web site for mentors for new grads and for GOLD members. An expectation is for a response from the section on how it is implemented. A suggestion was made by Jeff Friedhoffer for an input into the newsletter to invite people to volunteer for mentors and for people to apply to have mentors. This topic will be discussed more at the next section meeting.

  • Senior member drive

Jeff Friedhoffer made a suggestion that we bring people in on a Saturday morning in November to encourage people to apply. There could be a small network that people could input resumes and have people review

Jeff Friedhoffer also motion made and carried that a label be purchased and placed on projector at the Historical Electronics Museum that it was donated by the section.

  • Chapters not meeting minimum IEEE requirements – CS, PES, WIE, AES

CS reported that two previous meetings have been recorded so that by Thursday 15 September, minimum requirements will have been met

Other chapters in default did not send representatives as requested.

  • AUTOTESTCON 2007 support

AUTOTESTCON has contracted with a person for support. Previous A discussion ensued on previous experiences with this and other conferences. A suggestion was made from John Dentler that roles be delineated very well before the section agrees to support the conference. There was advice that we need to understand the involvement requested. Brian has the action to find out from the previous chairs to find out the experience on this conference.
