2. EXECUTIVE REPORTS
·         Chair (Brian Sequeira)
·               Not present
 
·         Vice Chair (Boris Gramatikov)
·               MPAC conference was a success. 50 people attended. Some joint activities with other sections are possible
 
·         Treasurer (Bob Cuellar)
·               Current status of accounts was given. The Robot project is currently under spending by about 30%. Chapter support is running about 40 % under.
 
·         Secretary (Bill Semancik)
·               November minutes have been posted. The award dinner process was posted on the Internet as part of the November process. Jeff Friedhoffer stated he would move the process to a separate part of the section web site.
 
 
 
3.      DIRECTORS, CHAPTER CHAIRS,  INDIVIDUAL REPORTS, R2 Area Chair
    Including:
   - Chair emeritus (Jeff Friedhoffer): Results from the December 2  section elections
·               91 people voted. Boris Gramatikov will be the Chair. Bob Cuellar will be the Vice-Chair. Bill Semancik will be the Treasurer. Dave Sherman will be the Secretary
 
   - Chair emeritus (Jeff Friedhoffer): Senior Member Session, Dec 10, 2005
·               24 people applied on Saturday 10 December. An additional five applications are expected. Six senior members from the section attended to make references.
 
Reliability (Walt Willing) 
·               Two technical meetings were held on 18 November and 9 December. These meetings constitutes two sessions on “Improving Production Through Reliability Using Available Information.”
 
Newsletter and Signal Processing Society (Ron Aloysius) 
·               No bounceback on the newsletter. First meeting was held for the Signal Processing Society with Janet Rutledge from UMBC as the speaker. The next meeting will be be held joint with the AES in order to help them restart the society. 
 
Student Activities (Neville Jacobs) 
·               22 schools registered for a total of 72 teams. 49 two legged teams and 23 four legged teams. 19 automation kits have been distributed
·               This is the same number of schools but a larger number of teams as compared to last year
·               Increase in participation is requiring the challenge to deplete stockpile of kits.
·               60 more kits have been ordered.
·               ITEA conference being held in Baltimore is likely to produce additional demand for kits
·               M-PAC conference generated interest in the robot challenge from other R2 sections. Five serious inquiries were received. Some offers were for people to be judges. One requested a sample kit.
·               New IEEE grant program for pre-college teachers could possibly support the challenge. The grant provides up to $1500 to a teacher who is paired with an IEEE member to introduce Engineering to pre-college students.
·               Expenses have been minor
 
EMC (Bob Berkovits)
·               20 December meeting to be held at Northrup Grumman. This will be the 2nd meeting for EMC and therefore EMC will meet requirements
 
 
4.  OLD BUSINESS AND REVIEW OF ACTION ITEMS
 
    Student Engineering Dinner 2006 / PES 
·               Boris contacted Dewane and he reiterated the commitment to hosting the dinner. Dewane listed a number of steps necessary. It was not yet clear who was responsible for execution of the steps. Date is normally in February. The number of students has historically been ~70. Jeff Friedhoffer offered to help Dewane organize the dinner. 
 
    IEEE Baltimore Section Education Chapter
·               There has been a number of e-mail exchanges. DC is committed to a joint section with the Baltimore section. Boris will contact the person who was initially interested in the Baltimore section
 
    Participation in IEEE-USA Inventor Rights initiative
·               Neville spoke to MD Senator Hollinger who is chair of the committee who will review this legislation. The contact was passed to IEEE-USA. 
 
    Chapters not meeting minimum IEEE requirements * AES (WIE?)
·               Jeff Friedhoffer will contact WIE lead. Ron Aloysius will contact Eric Fiore who was trying to restart AES. Eric’s e-mail has bounced lately.
 
5. NEW BUSINESS    
    Payment of speaker for the Einstein talk
 
·               Ron Aloysius received an e-mail on the payment of an honorarium for speakers. It is not allowed for conferences but there are no restrictions for other meetings except for the fact that any payment over $600 will require IEEE to issue a 1099. Jeff Friedhoffer offered a motion to offer an honorarium with guidance as to the high and low range of the offer. Discussion covered that a plaque would be provided. See notes. 
 
    Request by Stephen B. Bayne for starting a Power Electronics Chapter 
·               There are a large number of people at ARL who are interested in Power Electronics. There is a potential for joint meetings with PES to help revive that chapter. Walt Willing indicated that there may be people at Northrup Grumman who is also interested. A drive to gather the required number of signatures will be started. 
 
    Proposal for a committee to review bylaws
·               Bylaws are normally reviewed every three years. Jeff Friedhoffer and Bill Semancik will review before the last meeting. 
 
     Preparation for the new officers
·               Section new officer reports need to be sent to the IEEE
·               Preparations need to be made for transferring treasurer responsibilities. Bob Cuellar and Bill Semancik need to get together to effect the transfer. Bob will work on the signature card.
