Biography
Terry Thompson is an Executive Advisor for Booz Allen
Hamilton. He has extensive experience in
cyber security for government and commercial clients in the U.S., UK, Middle
East, and Southeast Asia. As a Vice President for Booz Allen, he led
cybersecurity projects in the UAE, Qatar, and the Kingdom of Saudi Arabia. He
has presented at cybersecurity conferences in Muscat, Dammam, Istanbul, Abu
Dhabi, and Dubai, and has taught cyber security courses to Booz Allen clients
and students at the University of Maryland, Baltimore County (UMBC). 2011 –2014:
Booz Allen Hamilton, Vice President Dr Thompson was a senior leader in Booz Allen’s International Team
responsible for the Security and Defense markets in the Middle East. He served as the Officer in Charge for
projects in cyber security, risk management, and strategy and policy for
clients in the UAE and Qatar. He also
served as a senior Subject Matter Expert for information security projects
for government and critical infrastructure organizations in the UAE, Qatar,
and Saudi Arabia. Dr Thompson developed marketing material to support Booz
Allen’s international efforts including articles in the journal Network Middle East. 2003-2011: Booz Allen Hamilton, Principal and
Senior Associate Dr Thompson joined Booz Allen in 2003.
From 2003-2006, he served as the program manager for Booz Allen’s
support for two organizations in the Department of Homeland Security (DHS):
the Office of National Protection and Programs Directorate and the Office of
the Under Secretary for Intelligence and Analysis. He led task teams responsible for intelligence analysis, policy
development, strategic planning, facilities security planning,
counterintelligence, budget, and administrative support. During his
initial assignment at DHS, Dr. Thompson was Booz Allen lead on a small
government-contractor team that established the National Cyber Security
Division. In 2007-2008, Dr. Thompson served in Booz Allen’s
London office where he was responsible for developing business with UK
intelligence and security clients. He led a human capital project with an
intelligence agency that resulted in a significant change in the agency’s
hiring program with increased focus on the technical skills required to
address collection challenges. In London, Dr. Thompson also facilitated
marketing efforts including support for the development of the UK’s initial
national security strategy. 2002-2003: Maryland Department of Transportation, Independent
Consultant Prior to joining Booz
Allen, Dr. Thompson served as the Security Advisor to the Secretary of the
Maryland Department of Transportation (MDOT). Responding to MDOT’s requirement to enhance
interaction with U.S. Government security and intelligence organizations in
the period before DHS was established, he helped MDOT develop security
relationships with several federal agencies including the National Security
Agency, the office of the Assistant U.S. Attorney in Baltimore, the Joint
Terrorism Task Force for Maryland, and the Washington-Baltimore High
Intensity Drug Trafficking Activity. 1976-2002: National Security Agency Dr.
Thompson served in the U.S. National Security Agency for 27 years. He was a
member of the Senior Cryptologic Executive Service for more than 10 years,
and during those years served as NSA’s Senior Representative to the
Department of Defense, Deputy Director for Support Services, Chief of Staff
for Operations, Chief of the Office of Special Programs, and Senior
Representative to the National Reconnaissance Office. He also served as Chairman of the Board of
Governors for the Intelligence Community Assignments Program responsible for
developing well-rounded U.S. intelligence officers. 1973-1976: U.S. Marine Corps, Captain and
First Lieutenant Dr. Thompson served as a Communications and Signals Intelligence
officer in the 8th Communications Battalion and 2nd
Radio Battalion during three years of active duty at Marine Corps bases in
Quantico, Virginia, and Camp Lejeune, North Carolina. At 2nd Radio
Battalion, he initiated a review of foreign language support that eventually
led to enhancements in the Marine Corps’ intelligence support to
operationally deployed forces. General Background: Dr Thompson holds the
PhD in Russian Studies from Georgetown University. He is an adjunct faculty member at the
University of Maryland, Baltimore County where he has developed and taught courses
in cyber security at the graduate and undergraduate levels. He is a member of
the Advisory Board for the New York University, Abu Dhabi’s Center for
Interdisciplinary Studies in Security and Privacy (CRISSP-AD). |
Learning event description
A 4-hour workshop targeting a broad range of fellow members from
areas such as CS, IT, Cybersecurity and similar, who would like to improve
their knowledge of
Critical Infrastructure, Standards, Risk Assessments, Internet Governance,
Cyber Threats, Privacy, Surveillance etc.

The course is free of
charge, and is sponsored by the Baltimore Section of the IEEE. All course
applicants should register through vTools.

Attendees can obtain a CEU credit and a certificate from the IEEE by sending an email in advance to Boris
Gramatikov (bgramat-at-jhmi.edu, subject: “CEEE”) indicating IEEE
status, IEEE membership number, and IEEE Section that they belong to. Members of the Baltimore Section can
receive the certificate free of charge. Non-IEEE members and members from IEEE section other than the
Baltimore Section, who wish to attend and
receive a CEU certificate, should also bring a check for $9 to the course,
or pay this amount online during registration. This would cover the cost of the
certificate, charged automatically by the IEEE to the Baltimore Section. All attendees who apply for a CEU certificate should also
complete and turn in the evaluation forms at the end of the course.
All course applicants should register through vTools. No
exceptions will be made.
IEEE members of the Baltimore Section: Please do NOT pay the
$9.00 fee at registration!
Non-IEEE members and members from IEEE section other than the
Baltimore Section: pay ONLY if you are applying for a CEU certificate.
