William J. Kelly received the B.S.E.E. from Villanova University in
1959, the M.S.E.E. from the University of Notre Dame in 1961, and the
Ph.D. in E.E. in 1973, also from Notre Dame. He has worked as a
computer hardware designer for RCA and GE, as a security system analyst
for the Department of State, as an operations analyst for the Center for
Naval Analysis, and as a communications engineer for Computer Sciences
Corporation, MITRE Corporation and Mitretek Systems Corporation, where
he is currently employed. He is Chair of the local chapter of the IEEE
Society for the Social Implications of Technology and was chair of the
International Symposium on Technology and Society in 1993. He is a
member of the Board of Directors for the Conference on Computer
Assurance (COMPASS) and is Treasurer of the IEEE National Capital Area
Council.
