1. Call to Order, Welcome and Approval of Agenda
Call to Order at 8:10 PM following Washington Section Meeting
2. Approval of Previous Meeting Minutes
Concerning the minutes of the NCAC meeting of Nov 6, 2001.
Motion to Approve: Don Rickerson

The minutes were approved unanimously.
3. Chairman's Remarks
Saj Durrani noted that the NCAC was crated to act on behalf of the Washington and Northern Virginia section where
joint action would be rational.
Main areas of responsibility are publication of the Scanner and maintaining the Capital Area office through Jackie
Hunter. Other areas where NCAC has been involved include continuing education, PACE and membership development.
NCAC will consider the MOA, Memorandum of Agreement, dated December 15, 2001 and respond with comments.
One other area of involvement is the support of area conferences. As a case in point Saj introduced William D.
Jackson, General Chair of IECEC, the Intersociety Energy Conversion Engineering Conference, which will take place
July 28 through August 1, 2002 at the Omni Shoreham Hotel. The conference is planned for 350 attendees with a budgeted
income of $300,000 and expenses of $270,000. The IEEE - Electron Devices Society is lending $ 90,000 to the conference,
and Saj suggested that each Section also provide $ 4,000 to $ 5,000 as seed money. By contributing funds NCAC would
be able to benefit with a proportional share of the proceeds. Several people spoke in favor of the idea. Xinhua
said that he would ask the WS ExCom to vote on the proposal and make a final decision at the next meeting.
4. Treasurers Report
Howard Needham presented the proposed NCAC budget for 2002 during the Washington Section meeting. It showed a total
income of $ 49,900 and expenses of the same amount. After subtracting the income from SCANNER ads and other sources,
it required cash contribution of $14,000 from each Section during the year. It was moved by Greg Strutt and seconded
by John Margosian that the Washington Section immediately would provide $3,500 (equivalent to a quarter of the
proposed NCAC budget) to NCAC but that dicussion and approval of the NCAC budget would be deferred. The motion
was voted on by the Washington ExCom and carried unanimously.
Howard also presented the financial report for 2001 and noted that a detailed report was signed off on January
5 by the Audit Committee, consisting of Pete Sypher and Murty Polavarapu from NOVA and Steve Weiss from WS. The
Financial Report L-50 for Headquarters was being finalized and would be sent out next month after getting all the
necessary signatures.

Howard Needham stated his commitment to continue helping both Sections in their Membership Development efforts.
Jan Aminoff referred to his article in the current Scanner and reiterated his intent to help ensure Internet presence
for any section or chapter.

Don Rickerson spoke of the need to recognize the good work done by members in support of IEEE. The awards banquet
will take place April 20, at the University of Maryland College.

In general, NCAC will meet jointly with the Washington Section in odd months and with the NoVa Section in even
months.
