IEEE National Capital Area Council (NCAC) and Northern Virginia (NoVa) Section Joint Meeting

Wednesday February 13, 2002
Location: Allie's American Grill, Tysons Corner Marriott, McLean VA.
Time: Section & NCAC meetings beginning at 6:30 PM

Minutes

1. Call to Order, Welcome and Approval of Agenda
Call to order after the NoVa meeting at 8:45 PM.

2. Approval of Previous Meeting Minutes
Concerning the minutes of the NCAC meeting of January 8, 2002.
Motion to Approve: Howard Needham, seconded: Jim Allen
The minutes were approved unanimously.

3. Chairman's Remarks
Saj Durrani presented the situation with regard to documents that formally govern the NCAC and its relations with RAB and the sections. In order to harmonize these, some amendments are needed. Saj will meet with the section chairs and present the conclusions at the next meeting of NCAC.

The NCAC budget was discussed as it is reflected in the NoVa budget and was approved with minor revisions by the NoVa AdCom. NoVa will provide $12,691 for NCAC for 2002.

Saj also introduced Bill Jackson, General Chair of the IECEC 2002 conference. Bill provided a fairly detailed budget that appears to result in a surplus consistent with previous IECEC conferences. NoVa will provide seed money for the conference in the same amount as the Washington Section, $5,000. This amount is in addition to the NCAC budget approved by NoVa as noted above. The funds will be provided after NCAC has negotiated a MOA with the conference Chair and will be repaid around October 2002 together with a 10% share of the surplus after repaying the loans, which is estimated to be around $ 19,000. Thus, each Section may get their loan back plus about $ 850 - a very good return on their investment of $ 5,000 in about six months.

4. Treasurer's Report
Howard Needham presented the Treasurers report for January. The present balance is $12,113.73. Upcoming expenses include the Scanner that goes to press shortly. Howard will track Scanner expenses in view of the uncertainty resulting from the resignation of the advertising manager.

5. Other Reports
5a. NCAC Officers (Vice-Chair, Secretary)

Jan Aminoff reported that he will take over the responsibility for the NCAC web site from Don Rickerson. The site will be updated and brought up to date. Links will be provided to the web sites of the sections, but any other section related information will be provided in consultation with the sections.

5b. Publications - SCANNER
Saj Durrani relayed a message from Bill Kelly, stating that there was a large amount of material for the Mar-Apr issue - eulogies for Tom Doeppner, calendar and diamond stories, messages from Saj and Mike, etc. Thus, the total would exceed 8 pages, but since there were very few ads, he wanted to keep it within 8 pages, and he asked for guidance on what should be deleted. Saj will provide the guidance in consultation with the sections.

Saj stated that an Ad Mgr was needed urgently but he had not succeeded in finding one, and asked for help from those present. Mike said that he believed Ed Gordon had agreed to take on this function. Saj said he will follow up with Ed.
