ABSTRACT

Several key studies and directives have recently shaped the discussion and the research agenda for Critical Infrastructure Protection (CIP) and Information Warfare (IW). In this presentation, there will be very brief summaries of the following studies/directives:
  • November 1996 Defense Science Board Report on IW Defense
  • November 1997 Report of the Presidential Commission on CIP
  • May 1988 Presidential Decision Directive 63 on CIP
  • September 1998 National Research Council Report "Trust In Cyberspace"
  • December 1998 Report by the Center for Strategic and International Studies "Cybercrime, Cyberterrorism, Cyberwarfare".
For each summary, Chuck Howell will describe the origin of the study or directive, the key assumptions, findings, and recommendations, and how it has influenced discussion about CIP and IW. If time permits he'll describe specific initiatives and activities generated by these reports and directives.


BIOGRAPHY

Chuck Howell is a Chief Engineer at the Mitretek Systems Technology Center. In past lives he was worked as Director of Consulting Services at Reliable Software Technologies, Java Technologist at Sun Microsystems, and a Principal Scientist at the MITRE Corporation focusing on Critical Software Assurance for organizations such as the U.S. Department of Defense, FAA, Nuclear Regulatory Commission, and commercial organizations such as electric utilities and FDA regulated manufacturers. His current interests include techniques to calibrate and reduce residual doubt about the behavior of critical systems, and approaches to making large Networked Information Systems more robust (i.e., less fragile). He is a Senior Member of the IEEE and a Member of the ACM.
