Dr. James Morgan

 

 

For the last twelve years the US and the Russian Federation have engaged in a number of activities designed to increase the control over, or totally eliminate, Special Nuclear Materials.  The activities are an interesting combination of science and national policy.  As a result, scientists have found themselves wandering in the twilight region between technology and policy.  Dr. Morgan will discuss three of these activities in which he participated: Mutual Reciprocal Inspections, Mayak Storage Facility Transparency and the Plutonium Disposition Agreement.

 

 

Bio:  Dr. James Morgan received his PhD in Nuclear Physics from the University of Minnesota in 1968.  After which he was a research physicist at Cal Tech and then Ohio State before joining the LLNL Underground Test Program in 1977.  In 1994 he started research in arms control.
