WELCOME to the quarterly newsletter of the IEEE SF PES! This newsletter is designed
to provide our SF Bay Area members with the latest information on events, services and news
regarding the electric power industry.
FACTS (Newark SVC) Facility Tour
in September

A tour has been organized
by Pacific Gas and Electric Company for PES members to tour the
Static VAR Compensator (SVC) at Newark Substation on September 18, 2003 at 10:00 AM.
This SVC installation is an application of FACTS technology and was
installed at Newark Substation in June 2002.
Newark Substation is located in the city of Fremont.
Take the Auto Mall Parkway exit off of Hwy I-880. Go west for 0.7 miles.
The address is 6453 Auto Mall Parkway.
All IEEE members interested in attending this tour will need to meet
outside the substation at 10:00 AM. Please wear long sleeve shirts,
hard hats, and safety glasses. These clothing items are mandatory to enter
the substation. If you need a hard hat or safety glasses, a limited number
will be available at the site. All guests are also required to sign-in
at the Newark Switching Center with proper picture identifications. Contact

2nd Annual PE Review Problem Solving Sessions

For the second year, a
Professional Engineering
Exam Review Course .
is being made available to all IEEE
members who are preparing for the exam, or those wanting to refresh
his/her skill set. The San Francisco Section, the Oakland East Bay and San Franscisco PES Chapters
are making this PACE event available. Space is still available for
the course in progress from August 28th to October 16th.
The class is being held in Oakland near the 19th Street BART Station
Thursdays 6:00 - 8:30 PM. For signup information,

DG Fundamentals Workshop

Distributed Generation (DG) is an important component of the
energy mixture within California. The role DG plays may be expanding.
During the energy crisis in 2000 and 2001 and now again on the East
Coast on August 14th, we all are reminded of the limitations of our
electric power systems. DG can also have a positive impact on the
environment compared to other sources of power.
So, what is DG? How does it work? How can DG be integrated into
industrial power schemes. How will DG impact power system operations?
Join our one-day workshop to find out the answers.
The workshop will be held 8:00 AM – 4:00 PM, Saturday, October 18, 2003
at San Francisco State University. As the space is limited, please make
your reservation as soon as possible. For more detailed information, please

Upcoming Technical Meeting—California Energy Action Plan

The SF PES is planning a technical meeting to
present the California Energy Action Plan (EAP). The EAP, approved by the
Energy Resources Conservation and Development Commission (CEC), the
Consumer Power and Conservation Financing Authority (CPA), and the Public
Utilities Commission (PUC), “establishes shared goals and specific actions
to ensure that adequate, reliable, and reasonably-priced electrical power
and natural gas supplies are achieved and provided through policies,
strategies, and actions that are cost-effective and environmentally sound
for California's consumers and taxpayers.” A CPUC representative will
give an overview of the EAP. You can visit the CPUC website for an
introduction to this significant development in the California energy
industry.

The date of the meeting has not been finalized. SF PES members will be
notified by e-mail about the specific date and location of this meeting.
2003 IEEE PES T&D Conference & Exposition AND
the ESMOL Subcommittee Meetings by Kris Buchholz
The 2003 IEEE PES T&D Conference & Exposition will be held at the
Dallas Conven-tion Center during September 7-12. The theme, Blazing Trails in Energy Delivery and
Services, focuses on the changing landscape of market forces, products, services and technology.
This conference is held every two years and combines an indoor exhibit of manufacturers and vendors
with a technical program of classes, panel presentations and papers. More information about the event

In addition, the ESMOL Subcommittee of the T&D Committee did not hold their meetings at the IEEE PES
General Meeting in Toronto, Ontario, Canada in July. The Sub-committee will be holding their meeting
in conjunction with the T&D Conference in Dallas. The meetings will be held at the Marriott Suites
Dallas Market Center. If you would like to attend, or you have any questions, please contact

Annual Spring Banquet by Bhaskar Ray
The SF PES hosted their Annual Spring Banquet on May 15.
The event was a huge suc-cess!! About 45 IEEE members and guests attended the dinner event at Sinbad’s
Pier 2 restaurant in San Francisco. Mr. Shan Bhattacharya, Vice President of Engineering & Planning at
Pacific Gas and Electric Company (PG&E) attended the meeting as a Special Guest of Honor and addressed the group with
an introductory remarks about Flexible AC Transmission Systems (FACTS) technology. Mr. Mike Bahrman gave the main presentation
