Report to IEEE Region 3 Excom November 2002 IEEE North Carolina Council IEEE North Carolina Council is functioning well despite the current employment environment in the state of North Carolina. The downturn in the economy has hit the technology industry hard in the past year. All employed member are working extra hours to make up for co-workers lost to layoffs. Some members are no looking at the end of severance packages and unemployment benefits running out. The Council has not been very active since our last face to face meeting at SoutheastCon 2002. We held 2 e-conferences this month to get feedback from the sections and to communicate the services offered by the Region especially in training for new officers. Charles Lord has as Region 3 LDC chair has offered to set up local workshops for training not we have had no requests from the sections. One of the issues that has faced NC Council this year has been gaining control over our banking accounts. Finally this week we were able to gain control of the last account. We will be transferring these accounts to the IEEE concentrated banking accounts after the first of the year. We will no be able to get the appropriate records to reconstruct the missing L-50 reports to HQ. We are still having difficulties with communicating with the Charlotte Section. While the Charlotte section attended SoutheastCon 2002 and Sections Congress they have been silent in the times between these events. We need their inputs to resolve the problems with the inactive Hickory Subsection. The NC Council and Western NC section have recommended return of the counties in NC that are part of Western's Geographic Boundaries. Most sections have active WebPages that are up to date with the exception of Charlotte. Western NC's web page has been maintained by the NC Council since they do not have a local webmaster.
