Dr. David Hockanson and Dr. Etienne Sicard have
just recently began their two-year terms as the newest Distinguished
Lecturers (DLs) of the IEEE EMC Society. They will follow in the
footsteps of our 2004-2005 DLs Dr. Tom Jerse and Mr. Greg Kiemel.
Our other three DLs, Dr David Pommerenke, Dr. Chris Holloway,
and Dr. Heyno Garbe will continue their terms through December
of 2006.
Before introducing David and Etienne, I want to acknowledge the
excellent contributions of Tom and Greg over the past two years.
Every year we recognize current and former DLs who graciously
volunteer to spend days, many away from home, family, friends,
and their employers! Especially in these days of lean staffing
and increased productivity, these folks manage to get permission
from their employers and the blessings of their families to travel
by airplane, by car, by train, and by bus in order to give presentations
throughout the U.S., Europe, and Asia. Our Society’s local
chapters meetings have benefited from the in-person contributions
of these bright and learned volunteers. For those of you who have
attended one of their presentations, I am sure you know what a
very fun and educational experience these folks provide. Please
join me in thanking our retiring DLs, and welcoming our new expert
speakers.
One of the better parts of my responsibilities to the DL program
is the opportunity I have to speak with many of the leaders of
our local chapters throughout the world. Every year they express
their appreciation for being able to host a Distinguished Lecturer
during one of their regular chapter meetings. They often contact
me in December to try to “scoop” their fellow Society
members and find out who will be the new DLs in the new year,
so that they can get first crack at scheduling them for their
local chapter. As a rule, I don’t release this information
until the Board has officially voted on the appointments and I
have notified the newly elected DLs, but this proactive planning
is a sure sign that our Society’s DL program is a much sought
after resource. The DL program is actively looking at ways to
communicate the eligibility of new DLs more effectvily so that
chapters are aware of their availability. If you haven’t
seen a DL at your chapter meeting, you are really missing one
of the most popular benefits that our Society offers. I am certain
that this year’s new speakers will continue the DL tradition
of offering excellent technical education, advice, and entertainment.

Dr. Etienne Sicard
Etienne
Sicard is currently a professor at INSA of Toulouse, Department
of Electrical and Computer Engineering in Toulouse, France. He
received the B.S degree in 1984 and the PhD in Electrical Engineering
from the University of Toulouse at the laboratory LAAS of Toulouse
in 1987. He was granted a Monbusho scholarship and worked for
18 months at Osaka University, Japan, with Prof. Kinoshita. Etienne
previously was a professor of electronics in the Department of
Physics, University of Balearic Islands, Spain. He also was a
visiting professor at Carleton University Ottawa, Ontario, Canada
in 2004. His research interests include several aspects of CAD
tools for the design of integrated circuits, including signal
integrity in deep sub-micron CMOS ICs and electromagnetic compatibility.
He is the author of ten books, software and more than 100 technical
papers in these areas. Etienne is a member of the IEEE EMC Society
and French SEE.

Dr. David Hockanson
David
Hockanson (pic-tured to the left with his daughter Ann Marie)
currently holds the position of Senior Staff Engineer in the EMC
Design Engineering group of Sun Microsystems in Menlo Park, California.
He received his BSEE (1992), MSEE (1994), and PhD in 1997 from
the University of Missouri-Rolla at the UMR EMC Laboratory.
During his eight years at Sun, David has had the opportunity to
work on a wide range of challenging applied EMC design and troubleshooting
projects ranging from individual printed circuit boards both simple
boards and systems to Sun’s most complex highly-scalable
servers. He especially enjoys the hunt for EMI solutions to problems
that insidiously arise in the late testing phases of product development.
David holds or co-holds six US patents for EMI reduction in electronic
systems, and has published and presented more than 25 technical
papers in research journals, symposia, and magazines. He is a
member of several IEEE Societies including our EMC Society as
well as the Antennas and Propagation, Microwave Theory and Techniques,
Circuits and Systems, and Advanced Packaging Societies. David
is a certified NARTE EMC Engineer.
David is an energetic speaker and has developed some terrific
lectures on new product design and troubleshooting:

Design: A presentation focused on the various components and
requirements of Power Integrity from Silicon to VRM.

System Troubleshooting:
A presentation intended to walk through the analysis of pre-scans
and subsequent debugging approaches.

Inductance in EMC: A discussion
on magnetic-flux, and how it can be decomposed for use in EMC.

The EMC Society’s Distinguished Lecturer Program provides
speakers for Society chapter meetings and similar functions. Each
Distinguished Lecturer (DL) can offer one of several pre-prepared
presentations on various EMC topics. DLs are appointed by the
EMC Society Board of Directors for a two-year term. Currently
the Society has five Lecturers serving on alternating terms.
Distinguished Lecturers may give up to six talks per year under
the Program, which reimburses the DL for their approved traveling
expenses up to a recommended limit of $750 per US engagement,
or $1000 for international engagements. To provide as many opportunities
to as many members as possible, the Society encourages hosting
chapters whenever possible to absorb some part of the speaker’s
costs, such as by providing or paying for local transportation,
meals, and lodging.
