Mukund, Alison Payne, Gordon Roberts, Angel Rodriguez-Vazquez, Hanspeter Schmid, Wouter Serdijn, Jesper Steensgaard, Tuna Tarim, Ndjountche Tertulien, Chris Toumazou.

  1. Ramesh Harjani, outgoing chair, called the meeting to order.
  2. The minutes of the 1999 meeting were approved.
  3. An attendance form was circulated, on which members were requested to record their research expertise. The information is posted on the ASPTC web site and used in assigning ISCAS papers for review by members.
  4. A summary of 1999-2000 activities, as submitted by members of the committee, was presented. A detailed list appears in the annual report.
  5. Ramesh Harjani proposed to define the responsibilities of committee members and officers as follows, in a motion approved by the committee:
    1. Chair:
      1. Chairs and coordinates ASPTC activities;
      2. Arranges and chairs the annual committee meeting held at ISCAS, and submits the annual report;
      3. Serves on the technical program committee of the annual ISCAS conference, coordinating the review of papers submitted in the Analog Signal Processing Track;
      4. For a one-year term, following the term of Vice-Chair.
    2. Vice-Chair:
      1. Takes over duties of chair when chair is unavailable;
      2. Takes minutes at the annual committee meeting;
      3. Elected at the annual meeting, for a one-year term, followed by a one-year term as Chair.
    3. Secretary (previously called "Web Administrator"):
      1. Serves as web and e-mail system administrator;
      2. Maintains the list of members and holds records of the committee;
      3. Appointed for a renewable one-year term.
    4. Members:
      1. Be active in the field of analog signal processing;
      2. Be available as reviewer of papers submitted to ISCAS, upon assignment by the Chair;
      3. Disqualified upon missing 3 (three) consecutive annual committee meetings.
      4. Nominated by the committee at the annual meeting.

    Chris Toumazou noted that the CAS executive board is taking steps to formalize the role of the CAS technical committees in the ISCAS technical program. In the last few years, it has been the decision of individual ISCAS organizing committees to use committee chairs as track chairs.

    Implementation note: The term as Vice-Chair starts immediately after the annual meeting at which the election took place. The role of the Chair serving on the ISCAS technical program committee has been historically assumed by the outgoing Chair, in the year following active term. The previous function of Secretary was eliminated and replaced by that of the web administrator.

  6. The following technical activities at ISCAS’2001 (Sydney, Australia) were proposed and endorsed by the committee:
    1. Special sessions:
      1. Acoustic MEMS and signal processing (Gert Cauwenberghs)
      2. Oversampled data converters for video communications (Angel Rodriguez-Vazquez)
      3. Photonic circuits (Gordon Roberts and Andreas Andreou)
    2. Tutorial short course:
      1. Biomedical electronics (Wouter Serdijn)
    3. Pre-conference workshop:
      1. Trade-offs in design methodologies (Chris Toumazou)
  7. Hanspeter Schmid reported changes to the ASPTC web page (https://www.ieee-cas.org/committees/asptc/), and announced two e-mail distribution lists: one to ASPTC members only, and the other one open for anyone interested to join.
  8. P.R. Mukund proposed/announced a special topics short course/workshop.
  9. Georges Gielen solicited contributions to the CAS Newsletter.
  10. Gert Cauwenberghs solicited proposals for special sessions to MWSCAS’2000.
  11. Robert Fox discussed the need for technical guidelines to authors and reviewers of IEEE CAS journal and conference papers.
  12. Robert Fox, outgoing Secretary, was elected Vice-Chair. Hanspeter Schmid continued to serve as web administrator, now Secretary. Gert Cauwenberghs, outgoing Vice-Chair, took over as Chair. Ramesh Harjani, outgoing chair, serves as ASP Track Chair of ISCAS’2001.
  13. The following (present at the meeting) where nominated as new ASPTC members: Wouter Serdijn, Jesper Steensgaard, Tuna Tarim, and Ndjountche Tertulien.
  14. The meeting was adjourned at 1:20pm.
