Hsia-Ling Chiang received the Ph.D. degree in Electrical Engineering from the Southern Methodist University, Dallas, Texas, USA in 1991. He has been a member of the ICCST Executive Committee since 1993, and proudly hosted the 2003 ICCST in Taipei, Taiwan, Republic of China.
