IEEE, the world’s largest technical organization, invites you to present a paper at PLANS 2000. The Position Location and Navigation Symposium is held every two years. PLANS 2000 will focus on electronic systems, technologies, and applications that are operationally important now, as well as those currently envisioned or under development.

INSTRUCTIONS

Authors, please submit 200 to 300-word abstracts for consideration by the Session Chairs. Please indicate your session interest (by title). All accepted papers will be published in the Symposium Proceedings. The primary author’s name, affiliation, e-mail address, complete return address, telephone number and fax number should appear on the first page, and his/her name should appear on all succeeding pages of the abstract. One clear copy of all material should be forwarded by September 3, 1999, to the technical program chair: Brian Norling, PLANS 2000, 1645 Shoreline Drive, Santa Barbara, CA 93109. E-mail: program@plans2000.org, telephone: (805) 895-3901, fax (425) 885-8579. Note that papers will be selected based on their technical significance. Authors will be notified of their acceptance by October 15, 1999. The final manuscript must be prepared in accordance with the IEEE kit, which will be provided. All manuscripts cleared for open publication, are due by January 20, 2000, for inclusion in the Symposium Proceedings.

KERSNER AWARD

An outstanding achievement award will be presented by PLANS 2000 to recognize an individual "who has made a substantial contribution to the technology of navigation and positioning equipment, systems, or practices." The 1998 award was presented to Dr. Charles C. Counselman III for his pioneering work in sub-centimeter GPS geodetic survey systems. Nominations for this award should be sent to the PLANS 2000 Vice Chair, Bahar Uttam, at Synetics Corp., 555 Edgewater Drive, Wakefield, MA 01880; E-mail: buttam@synetics.com.

REGISTRATION

Advanced registration forms and other important information for PLANS 2000 will be mailed in December 1999. Information is also available on the PLANS 2000 web site at https://www.plans-ieee.org/. Registration is required for all participants (including speakers) and provides three days of technical sessions and the published proceedings of the symposium. PLANS 2000 will provide a variety of technical tutorials before the symposium. These require a separate registration fee. The subjects and fees will be addressed in the symposium invitation. For more information, call the PLANS 2000 information line at (612)951-7600 or visit our website at https://www.plans-ieee.org/.

TECHNICAL PROGRAM

The technical program for PLANS 2000 has been developed by the six distinguished Track Chairs noted below. The technical program places significant emphasis on research and development accomplishments within the position, location and navigation field. This emphasis has traditionally drawn papers of significant technical depth, which has been a discriminating feature of the PLANS Conference over the past 24 years. The program content spans the full range of topics from the sensors, electronics and algorithms that comprise the subsystems to the top-level systems design, data management, infrastructure development and policy issues. End user and application oriented technical papers are also welcomed. In the spirit of the new millennium, we are also encouraging papers which include an historical perspective and/or a glimpse into the future of the evolution of technology for position, location and navigation. With 24 technical paper sessions, a poster session and two half day sessions of tutorials, an intense and interesting week of valuable information will be offered. It is also a great opportunity to get to know your professional colleagues from around the world. An exceptional group of 43 Session Chairs and Co-Chairs will be selecting papers for each subject area that follows;
