Proceedings will be included in the IEEE Xplore, indexed by EI and Thompson Reuters ISI.
Special Issue:
Selected authors will be invited to develop an extended version of the paper to be published in a special issue of Computational Management Science (Springer) and other international journals indexed in the ISI Web of Knowledge.
Best Paper Awards:

Student Information
IEEE CIS travel grants
The IEEE CIS will offer a limited number of travel grants for Students and Researchers from Developing Countries, who are presenting a paper at IEEE CIS-sponsored conferences. One application system will be used. Both IEEE CIS Student Members and Graduate Student Members can benefit from the IEEE CIS Outstanding Student Paper Travel Grant award. Students and Researchers from Developing Countries must have both IEEE and IEEE CIS memberships (CIS is listed as an optional society membership under IEEE). If you do not currently have membership, then you must apply before submitting your application.

To apply for the support one must first register in the Grant Application System at https://www.ieee-cis.org/gas/. Submissions are to be entered into the Grant Application system. Paper and email applications will not be accepted. Please note the following date for submission, review, and notification of travel grants: Only complete applications from eligible student members and members will be accepted. Please, note that there is no need to send proof of IEEE and IEEE CIS membership as membership will be verified through the IEEE member databases. The student applicants will be required to present proof of university attendance documentation at the conference (this is not a student card; please see the website for details). Best Student Paper Award
CIFEr 2014 will have the best student paper award at the end of the conference. Every student author will have an opportunity to compete for this award -- the competition is open to all student authors, whether or not they are IEEE/CIS student members. To be qualified for student competition the student has to be the principal contributor of the paper and present it during CIFEr 2014.
More information on how to apply for this award will be made available soon.
Instructions for Authors
All submitted papers should be limited to a maximum length of eight (8) pages in IEEE double-column conference style, including results, figures and references, with a maximum file size of 4MB. Detailed instructions are provided below. You are responsible for ensuring that your submission is in valid format and that it will be readable and printable. Please double check your file before submitting it.

After you have prepared your paper using the guidelines provided above, produce the version that can be uploaded for inclusion in the proceedings. Final version of accepted papers cannot exceed eight (8) pages in IEEE double-column conference style, including results, figures and references, with a maximum file size of 4MB. Only US Letter paper format (8.5" x 11") is accepted. Do not number your manuscript pages. Please strictly adhere to the following instructions.
IEEE requires that the PDF files submitted for accepted papers be 100% IEEE Xplore compliant. Papers will be included in the proceedings only if they are fully compliant with this requirement: no exception.
If you prepared your paper using LaTex, you can usually create an IEEE Xplore compliant PDF file using your dvi file and the following commands:
dvips -o mypaper.ps -G0 -tletter mypaper
ps2pdf mypaper.ps mypaper.pdf
There will be no distinction in the conference proceedings between oral and poster presentation.

Final Paper Submission Information
Deadline for the final accepted manuscripts: February 7, 2014.
Registration deadline for authors with accepted paper(s) is February 7, 2014.
- Please prepare your manuscript for final camera ready submission following the same PDF format guidelines as for the initial submission. Papers are limited to eight (8) pages in length or an over length fee will be imposed, must be IEEE conference format, i.e. follow the formatting instructions provided at author information. Please use the IEEE PDF eXpress service to check whether or not your created PDF file is IEEE Xplore compatible (instructions are provided below).
- When you have completed your paper and are ready to submit it, please submit it using the link included in the acceptance email.
IMPORTANT: The paper must be re-submitted even if the reviewers indicated that no changes are required. Please note that once you submit your paper, you cannot submit any subsequent revision. All papers submitted through the web site are considered to be in final form and ready for publication. - Registration deadline for authors with accepted paper(s) is February 7, 2014. - In order for your paper to be published, a Completed IEEE Copyright Transfer Form must be submitted electronically. This step is part of the final submission procedure. The confirmation page shown after submitting your final paper contains a button linking directly to a secure IEEE eCF site which allows electronic completion of the copyright assignment process.
IEEE Xplore compatible Paper Information
Paper Format: Letter size (8.5" x 11"), Times New Roman of font size 10, single spaced, two columns. Do not number your manuscript pages. All submitted papers should be limited to a maximum length of 8 pages, including figures, tables and references. Detailed instructions are provided in author information.
All submitted papers have to adhere to IEEE paper formats and Xplore standards. We can only accept PDF files. Each PDF file must be IEEE Xplore compatible.
There will be no distinction in the conference proceedings between oral and poster presentation.

Please use the IEEE PDF eXpress service to check whether or not your created PDF file is IEEE Xplore compatible. Instruction on how to use this service is given here. Please make sure that your PDF file passes the test.
Microsoft Word users
You can use the IEEE PDF eXpress service to convert a source file to an IEEE Xplore-compatible PDF file. A good way to convert a Word file to PDF is to use IEEE PDF eXpress. Please register, log in, and upload your Word file. The website will convert it to PDF file for you and send you an email shortly with the converted PDF file in attachment.
LaTeX users
You can use the IEEE PDF eXpress service to convert a source file to an IEEE Xplore-compatible PDF file. Create a compressed archive with the dvi file and supported image files.
How to use PDF eXpress
- First-time users:
- Enter the Conference ID, your email address, and choose a new password. Continue to enter information as prompted.
Check that the contact information is still valid, and click "Submit". - Previous users, but using it the first time for CIFEr 2014:
- Enter the Conference ID, your email address, and enter the password you used for your old account.
When you click "Login", you'll receive an error saying you need to set up an account. Simply click "Continue". By entering your previously used email address and password combination, you will enable your old account for access to this new conference.
You will receive online and email confirmation of successful account setup. - Returning users (CIFEr 2014 account already created):
- Enter the Conference ID, email address and password.
How to Perform a source file conversion
After your paper has been successfully converted or checked for compatibility, the functionality "Approved for Collection" will become available.
Oral Presentation Information
Every session room is equipped with LCD projector and microphone. Due to security policies at the venue, the rooms have no PC. Authors should bring their own laptops.
Please make sure to check the connection between your laptop and the projector before the session starts. Notice: time lost in setting up your laptop during the session cannot be recovered: this will end up in a shorter time available for yours presentation.
Greet/meet the session chair before the session starts. Please arrive early enough to find out the session chair and to tell him/her your name, affiliation, and the title of your paper.
The presentation time is 25 minutes. This includes speaker transition, the setting of your computer, and question & answers. So each speaker should finish his/her talk within 18 or 20 minutes to have a time for question & answers.
Poster Information
Dimensions: A0 maximum, 841mm x 1189mm / 33.1" x 46.8"
The poster session will take place at the Receptions area.
The locations are assigned, check at the poster desk for directions to your assigned site.
Poster setup should be complete before the lunch break on Thursday (Day 1) and can remain on display until the end of the lunch break on Friday (Day 2).
